Job Overview:
The Senior Supply Chain Officer plays a crucial role in the EpiC project in Cameroon, which is funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and aims to achieve HIV epidemic control among at-risk populations. This position involves providing direct support to community-based organizations (CBOs) to ensure effective management of the supply chain for HIV test kits and other essential commodities. The officer will work closely with national stakeholders, including the Ministry of Public Health, to develop strategic plans and guidelines, ensuring that CBOs are equipped with the necessary resources to conduct community HIV testing. The role requires a strong understanding of supply chain management and the ability to implement best practices in the field, contributing to the overall goal of improving health outcomes for vulnerable populations in Cameroon.

Duties and Responsibilities:
The Senior Supply Chain Officer will be responsible for a variety of tasks including: supporting national stakeholders in developing or updating strategic plans, standard operating procedures (SOPs), and national policies; providing technical support in supply chain strengthening and distribution methods; liaising with the National AIDS Control Committee (NACC) and other stakeholders to ensure adequate forecasting and availability of HIV test kits; leading the development of SOPs for the acquisition and reporting of HIV test kits; monitoring and evaluating the needs for test kits in CBOs; ensuring management tools are maintained and up to date; addressing stock gaps through product transfers; providing technical assistance and training to enhance provider capacity; conducting quality assessments and monitoring implementation of corrective actions; and reporting on progress in alignment with EpiC priorities. The officer will also perform other related duties as assigned to achieve the overall goals of the EpiC project.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in fields such as Pharmacy, Biology, Pharmaceutical Product Logistics, or Public Health. Certification in Public Health Supply Chain Management is considered an asset. A minimum of 6 years of experience in the care of people living with HIV is required, with specific experience in logistic management of test kits or laboratory products. Additionally, candidates should have at least 6 years of experience in supply chain strengthening and capacity building, along with strong knowledge of Public Health Supply Chain Management and quality management systems. Familiarity with ARV/LAB DHIS is advantageous, and proficiency in software such as MS Excel, MS Word, and MS PowerPoint is essential.

Educational Background:
The educational background required for this position includes a Master’s degree or its equivalent in relevant fields such as Pharmacy, Biology, or Public Health. Candidates with a background in Pharmaceutical Product Logistics will also be considered. Additional certifications in Public Health Supply Chain Management are beneficial and may enhance a candidate's qualifications for the role.

Experience:
The position requires a significant level of experience, specifically at least 6 years in the care of individuals living with HIV. This includes experience in logistic management of test kits or laboratory products, as well as experience in supply chain strengthening and capacity building. Candidates should demonstrate a strong understanding of public health supply chain management and quality management systems, which are critical for the successful execution of the role.

Languages:
Proficiency in French is mandatory for this position, while proficiency in English is considered an asset. The ability to communicate effectively in both languages will be crucial for collaboration with diverse stakeholders and for the successful implementation of the EpiC project.
