The Chad-Cameroon-CAR (TCA) multi-country mission consists of 11 bases/sub-bases in total, with a coordination base in Yaoundé and an operational base in Maroua in the Far North of Cameroon, as well as a sub-base in Makary. SI's projects in Cameroon include emergency response actions, recovery and development initiatives in water, hygiene, and sanitation (WASH), and food security and livelihoods, in collaboration with local authorities and various donors.
Job Overview: The primary objective of this position is to ensure the financial balance of the mission and compliance with SI procedures, donor regulations, and local laws across the three countries where SI operates. The role involves daily budget monitoring according to SI's financial cycle, ensuring proper analysis and landing of various projects for each country. The position serves as a liaison between the headquarters and the mission for all matters related to management, accounting, and budget tracking. The candidate will be responsible for responding to ongoing needs for project proposals or modifications, financial reports (both interim and final), and auditor requests. The main challenges include adapting to shared costs implemented in June 2026, managing the new SOLFI software, and navigating the legal financial norms across three countries. The first two to three months will focus on annual closure for 2026, supporting teams in implementing the financial management software, and preparing financial statements in accordance with SYCENBL. Monthly budget tracking for each project, especially those nearing completion, is also a priority.
Duties and Responsibilities: The duties and responsibilities of the Finance Department Head include:
Ensuring financial balance and compliance with SI procedures, donor regulations, and local laws.
Daily budget monitoring and analysis for various projects across the three countries.
Acting as a liaison between headquarters and the mission for management and accounting queries.
Responding to requests for project proposals, modifications, and financial reports.
Managing the implementation of the new SOLFI software and ensuring compliance with shared costs.
Preparing financial statements and ensuring timely closure of financial cycles.
Monitoring monthly budgets for each project, particularly those nearing completion.
Addressing security constraints and adapting to diverse intervention contexts.
Collaborating with local authorities and partners to ensure effective project implementation.
Required Qualifications: Candidates must possess the following qualifications:
A degree in Finance, Human Resources, Business School, or related fields.
A minimum of 3-4 years of experience in the humanitarian sector.
At least 3-4 years of experience in a similar position.
Strong financial management skills and knowledge of SI tools (BOUSSOL, SAGA, HOMERE) and project cycles.
Experience in managing multiple projects with institutional and multi-country funding.
Technical skills in financial management and accounting.
Strong interpersonal skills, including patience, flexibility, and adaptability.
Educational Background: The educational background required for this position includes a degree in Finance, Human Resources, Business Administration, or a related field. Candidates should have a solid understanding of financial management principles and practices, as well as experience in the humanitarian sector.
Experience: The position requires candidates to have a minimum of 3-4 years of experience in the humanitarian sector, with at least 3-4 years in a similar role. Experience in financial management across multiple projects and familiarity with institutional funding is essential.
Languages: Fluency in French is mandatory, and proficiency in English is considered a plus. Candidates should be able to communicate effectively in both languages, as the role may involve interactions with diverse stakeholders.
Additional Notes: This is a salaried position with a monthly gross salary starting from EUR 2860 (2600 base salary + 10% annual leave allowance paid monthly) and a monthly per diem of EUR 60
SI also covers housing costs and travel expenses between the expatriate's home country and the place of assignment. During the mission, a system of alternating work and leave is implemented, allowing for 7 working days off every three months, with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering all medical expenses, including surgical, dental, and ophthalmological care, as well as repatriation. Vaccination and essential malaria treatment costs are reimbursed. Living conditions in Yaoundé are generally good, with access to a variety of restaurants and cafes, and low security risks. However, conditions may be more basic at operational bases, with limited opportunities for socialization and restrictions on individual movements. Security levels vary by geographical location and changing contexts.
