Job Overview:
The Senior Livelihood and Economic Inclusion Assistant will play a crucial role within the livelihoods unit of UNOPS, focusing on operationalizing the strategic vision that aligns with the Global Compact on Refugees (GCR). This position emphasizes the importance of mobilizing additional actors and adopting a whole-of-society approach to strengthen the self-reliance of refugees and alleviate the pressures faced by host countries. The incumbent will work under the direct supervision of the Head of Office in Aweil, contributing to the unit's objectives by exploring partnerships with relevant stakeholders to enhance the economic inclusion of UNHCR Persons of Concern (PoC). This includes collaborating with economic development agencies, the private sector, and financial service providers to create inclusive programs that support the livelihoods of refugees. The role also involves supporting the implementation of socioeconomic surveys, providing technical assistance on market-based livelihoods interventions, and preparing reports that inform interventions aimed at enhancing refugee economic inclusion.

Duties and Responsibilities:
The duties and responsibilities of the Senior Livelihood and Economic Inclusion Assistant include:
  • Exploring and establishing partnerships with stakeholders to enhance the economic inclusion of UNHCR PoC, including working with economic development agencies, private sector employers, and financial service providers.
  • Supporting the Protection Unit in gathering information about the legal framework regarding the right to work and rights at work for refugees.
  • Assisting in the implementation of socioeconomic and wealth ranking surveys to inform targeting and monitoring of development programs.
  • Providing technical assistance on livelihoods interventions to ensure they are market-based and aligned with UNHCR's strategic role.
  • Preparing field reports and recommendations for interventions that enhance economic inclusion for refugees.
  • Supporting the supervisor in organizing meetings, workshops, and training sessions related to livelihood programming.
  • Drafting routine documents, contributing to assessments, and participating in inter-agency meetings.
  • Conducting detailed livelihood needs assessments and market analyses to inform design" style="border-bottom: 1px dotted #007bff !important;">program design and strategy.
  • Supporting the implementation and monitoring of livelihood projects, ensuring targeted beneficiaries are reached and documented. 1
  • Maintaining a robust beneficiary database and activity tracker, ensuring data is collected and updated regularly, and conducting post-distribution monitoring.

Required Qualifications:
The required qualifications for the Senior Livelihood and Economic Inclusion Assistant position include:
  • A minimum of 2 years of relevant experience with a High School Diploma, or 1 year of relevant work experience with a Bachelor’s degree or equivalent.
  • Essential experience in facilitating the economic inclusion of vulnerable and marginalized groups, particularly in collaboration with various stakeholders in diverse field contexts.
  • Experience working in partnership with private sector entities, NGOs, UN organizations, and government authorities in areas relevant to livelihood programming, such as financial inclusion, employment, and local economic development.
  • Desirable knowledge of refugee protection principles and frameworks, along with completion of UNHCR learning programs or specific training relevant to the position's functions.

Educational Background:
The educational background required for this position includes a High School Diploma with 2 years of relevant experience or a Bachelor’s degree or higher with at least 1 year of relevant work experience. The educational qualifications should be in a field related to economic development, social sciences, or a similar area that supports the functions of the role.
