Job Overview:
The Shelter Assistant will play a crucial role in the implementation of emergency shelter construction and rehabilitation activities in Aweil East County. This position involves providing day-to-day technical guidance and supervision to ensure that project activities are executed effectively. The Shelter Assistant will be responsible for supporting the design and development of infrastructure, including creating schematic drawings and bill of quantities. Additionally, the role requires inspecting and supervising the work of project participants and ensuring that NRC's direct implementation meets quality standards. The Shelter Assistant will collaborate closely with the Construction Officer and other project staff to ensure timely delivery of the shelter program and contribute to the overall planning and design of future projects. This position is vital for enhancing the living conditions of displaced populations and ensuring that shelter solutions are sustainable and effective.

Duties and Responsibilities:
The Shelter Assistant will have a comprehensive set of responsibilities, including:
  • Providing technical guidance and supervision for emergency shelter construction and rehabilitation activities.
  • Implementing project activities, including supporting the design of infrastructure and developing technical drawings.
  • Inspecting and supervising the work of project participants and ensuring compliance with NRC's implementation standards.
  • Assisting the Construction Officer in developing NRC's WASH and Shelter programming in Northern Bahr el Gazal State.
  • Collaborating with other Project Officers and assistants to ensure the quality and timeliness of shelter program delivery.
  • Preparing documentation and signing contracts with beneficiaries in the field.
  • Conducting quantity surveying and verifying materials and works provided by contractors.
  • Supervising the construction of emergency shelters and ensuring adherence to project specifications and regulations.
  • Conducting regular inspections and maintaining a presence in the field to ensure quality standards are met. 1
  • Taking proactive measures to prevent delays and cost overruns. 1
  • Ensuring proper documentation of rehabilitation activities and maintaining organized project files. 1
  • Communicating effectively with various stakeholders and acting as a liaison between NRC and contractors. 1
  • Performing any additional tasks assigned by the line manager.

Required Qualifications:
The ideal candidate for the Shelter Assistant position should possess the following qualifications:
  • A minimum first-level university diploma in Engineering or a related vocational qualification.
  • At least 2-3 years of experience working in a humanitarian or recovery context, with specific experience in construction interventions.
  • Proven experience in implementing WASH and Shelter projects.
  • Familiarity with protection mainstreaming is desirable.
  • Experience working in complex and volatile contexts, demonstrating the ability to adapt and respond to challenges.
  • Documented results related to the responsibilities of the position, showcasing the candidate's effectiveness in similar roles.
  • Strong leadership skills and the ability to work independently in a multi-tasking, multi-cultural environment.

Educational Background:
Candidates should have a minimum of a first-level university diploma in an engineering field or a related vocational qualification. This educational background is essential to ensure that the Shelter Assistant has the necessary technical knowledge and skills to perform the duties associated with shelter construction and rehabilitation effectively.

Experience:
The position requires a minimum of 2-3 years of relevant experience in a humanitarian or recovery context, specifically in construction interventions. Additional Notes:
This position is a full-time role with a contract duration of 6 months. The Shelter Assistant will be based in Aweil East, South Sudan, and will be required to travel within the region as necessary for project implementation. The role is classified at Grade 4, Step 1, and reports to the Shelter Officer, with technical supervision from the WASH Coordinator.
