Job Overview:
The Cash & Market Systems Coordinator position is a critical role within the NRC, responsible for providing strategic, technical, and operational leadership for all Cash and Voucher Assistance (CVA) interventions across Core Competencies in the Area Programme-Jonglei. This position is essential for ensuring the high-quality, accountable, and harmonized delivery of Multi-Purpose Cash Assistance (MPCA) and sectoral cash interventions. The coordinator will work closely with internal and external partners to strengthen systems and coordination, ensuring that all CVA interventions align with NRC strategies, donor regulations, and humanitarian standards. The role also involves serving as the focal point for technical guidance in the area office, contributing to assessments, market analysis, and feasibility studies, and facilitating the rollout of CVA tools and guidelines. The coordinator will be expected to build the capacity of program staff and CVA focal points, ensuring that cash-based approaches are integrated into all relevant programs.

Duties and Responsibilities:
The Cash & Market Systems Coordinator will have a wide range of responsibilities, including but not limited to: supporting the design, budgeting, implementation, and quality assurance of all CVA interventions; ensuring compliance with internal financial, logistical, and procurement procedures; contributing to assessments and market analysis; facilitating the rollout of CVA tools and monitoring systems; leading the design and implementation of MPCA, including transfer value setting and targeting criteria; conducting market analysis and selecting appropriate delivery mechanisms; ensuring harmonization of cash transfer values with partners; developing monitoring and evaluation frameworks for CVA; representing NRC in relevant meetings and engaging with financial service providers; identifying and mitigating risks associated with cash programming; delivering training and capacity building for staff; and maintaining accountability to affected populations.

Required Qualifications:
Candidates for the Cash & Market Systems Coordinator position must possess a Bachelor's degree in economics, Development Studies, Social Sciences, Business Administration, or a related field. They should have strong technical expertise in CVA, MPCA, and market-based programming, with a minimum of 4-5 years of experience in CVA programming in humanitarian or development contexts. Demonstrated experience in MPCA design and implementation, as well as experience working in fragile or conflict-affected settings, is essential. Candidates should also have proven experience working with clusters, Cash Working Groups, and financial service providers, along with excellent analytical skills and strong coordination and communication abilities. Competence in digital cash systems and a strong understanding of protection and gender issues in CVA are also required.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as economics, Development Studies, Social Sciences, or Business Administration. Additional professional training in Cash and Voucher Assistance, Market Systems, or related areas is considered an asset and may enhance a candidate's qualifications for the role.

Experience:
The position requires a minimum of 4-5 years of relevant experience in Cash and Voucher Assistance programming within humanitarian or development contexts. Candidates should have a proven track record of leading assessments, capacity building, and coordination efforts, particularly in fragile or conflict-affected settings. Experience working with various stakeholders, including government authorities and financial service providers, is also essential.

Languages:
Fluency in English, both written and verbal, is required for this position. Additionally, fluency in the local language is highly desirable, as it will facilitate engagement with local stakeholders and communities. Proficiency in local languages will enhance the coordinator's ability to communicate effectively and build trust within the communities served.

Additional Notes:
The Cash & Market Systems Coordinator position is a full-time role with a contract duration of 12 months, with the possibility of extension based on performance and funding availability. The position is based in Aweil, South Sudan, and requires frequent field travel, including to remote and high-risk locations.
