Job Overview: The Senior Technical Officer for Nutrition will play a crucial role in the EpiC MNCH+N project, which aims to enhance nutrition, maternal, newborn, and child health, as well as immunization outcomes in Mozambique. This position will focus on increasing access to high-quality services and ensuring the effective integration of nutrition interventions within health facilities and community platforms. The officer will provide technical leadership, oversee nutrition activities, and support the government and partners in implementing training and guidance for high-impact nutrition practices. The role requires a strong commitment to quality care delivery and capacity building of local governments to ensure sustainable nutrition-focused care based on data-driven insights.
Duties and Responsibilities: The Senior Technical Officer will be responsible for a variety of duties, including:
Providing technical leadership to ensure high-quality implementation of nutrition interventions across health facilities and community platforms.
Ensuring that nutrition services adhere to national guidelines, protocols, and global best practices, effectively integrating them within maternal, newborn, and child health (MNCH) and immunization services.
Identifying and scaling up high-impact nutrition practices within the project areas.
Offering results-oriented technical guidance to project teams to ensure that nutrition activities are executed as planned and contribute to the desired program outcomes.
Conducting routine analyses of program performance and service delivery data to identify gaps and opportunities for improvement.
Proposing and supporting the implementation of evidence-based technical adaptations to enhance the coverage, quality, and effectiveness of nutrition services.
Monitoring and maintaining protocols, instruments, data sets, manuals, training materials, and reports related to nutrition activities.
Collaborating with the team to ensure that project implementation remains technically sound, integrated, and aligned with the organization's strategy and Standard Operating Procedures (SOPs).
Conducting project implementation analyses to identify areas for improvement and proposing appropriate technical strategies and guidelines. 1
Developing and monitoring technical work plans and contributing technical content on nutrition activities for reports required by the U.S. Department of State's Bureau of International Affairs.
Required Qualifications: Candidates must possess a Master's degree or equivalent in Public Health, Nutrition, security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security and Nutrition, or other relevant fields. Preferred backgrounds include public health nutritionists, nutrition specialists, public health professionals with a nutrition specialization, medical doctors with strong nutrition and MNCH programming experience, or nurses/midwives with advanced nutrition training and programmatic experience. Additionally, a minimum of 6 years’ experience in public health nutrition and public health, including the Nutrition PIN program, is required. Proven leadership experience in supervising and evaluating staff performance, designing and implementing training and guidance in clinical nutrition services, and mentoring teams to meet clinical nutrition criteria at various levels is essential. Knowledge of implementing nutrition PIN and PRN interventions at both health facilities and community levels is also necessary, along with experience working in Zambezia and Nampula.
Educational Background: The educational background required for this position includes a Master's degree or equivalent in relevant fields such as Public Health, Nutrition, or Food Security and Nutrition. Candidates with specialized training in public health nutrition or related areas will be preferred, as well as those with medical or nursing qualifications that include advanced nutrition training.
Experience: The position requires a minimum of 6 years of relevant experience in public health nutrition and public health, particularly within the context of the Nutrition PIN program. Candidates should have demonstrated leadership experience in supervising staff, evaluating performance, and designing training programs. Experience in mentoring teams and implementing nutrition interventions at both health facility and community levels is also crucial, along with familiarity with the specific regions of Zambezia and Nampula.
Languages: Fluency in Portuguese is mandatory, and candidates should possess strong oral presentation skills in English. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position may require up to 50% travel. The job is based in Zambezia and Nampula, and candidates should be prepared for a typical office environment, which may involve long hours at a computer and the ability to lift/move up to 5 lbs.
