Job Overview: The Procurement Officer position at FHI 360 is integral to the successful implementation of the EpiC MNCH project, which aims to enhance maternal, neonatal, and child health outcomes in Mozambique. The role involves managing the procurement process from requisition to delivery, ensuring that all goods and services are acquired efficiently and in compliance with applicable laws and organizational policies. The Procurement Officer will be responsible for maintaining procurement trackers, monitoring orders, and ensuring timely delivery of goods and services. This position requires a strong understanding of contractual documents, tenders, and Requests for Proposals (RFPs), as well as the ability to analyze and interpret these documents to ensure compliance with donor regulations and organizational policies. The successful candidate will work closely with project staff and suppliers to foster positive relationships and ensure that procurement processes are transparent and accountable.
Duties and Responsibilities: The Procurement Officer will lead the procurement process by reviewing and processing purchase requisitions, ensuring timely delivery of goods and services, and participating in supplier selection processes. Key responsibilities include requesting quotations, negotiating competitive pricing and terms, preparing formal procurement documentation, and maintaining accurate procurement records. The officer will conduct negotiations of contracts and agreements, engage with project staff to maintain effective relationships with suppliers, and ensure compliance with audit requirements. Additionally, the Procurement Officer will prepare routine contracts, submit invoices for payment processing, and prepare monthly procurement activity reports. The role also involves reviewing supplier performance and tracking deliveries, as well as liaising with requesters to provide updates on procurement status.
Required Qualifications: Candidates must possess a Bachelor's degree in business administration, Supply Chain Management, Procurement, or a related field. A professional certification in procurement, such as CIPS, is considered an added advantage. Applicants should have a solid understanding of U.S. Government/DOS rules and regulations, along with experience applying donor procurement requirements. A minimum of 3–5 years of relevant experience in procurement with an INGO or international organization is required.
