The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and coordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees, ensuring that everyone can exercise the right to seek asylum and find safe refuge in another State, with options to return home voluntarily, integrate locally, or resettle in a third country. The UN Refugee Agency in Niger operates within its mandate of protecting persons in need of international protection, in partnership with the Government of Niger. It has established the Evacuation Transit Mechanism (ETM) to evacuate individuals with acute protection needs from Libya to Niger, where they undergo Refugee Status Determination (RSD) and are directed to appropriate durable solutions. As of June 30, 2025, UNHCR supports a total population of 940,447 persons of concern, including refugees, asylum seekers, and internally displaced persons (IDPs), primarily from Central Sahel countries and Nigeria. The organization has a significant presence in Niger, particularly in regions affected by conflict and displacement, and is committed to providing protection and assistance to vulnerable populations.

Job Overview:
The UN Volunteer Associate Supply Officer will work under the supervision of the Head of Field Office or designated representative, focusing on supply chain management and operational support. The role involves preparing sourcing plans for relief items and services, establishing cooperation with operational partners, and applying UNHCR's procurement strategy. The officer will assist in procurement activities, evaluate purchase requisitions, draft and dispatch quotation requests, and maintain a roster of UNHCR suppliers. The position also includes monitoring the delivery of goods, analyzing procurement activities, and providing guidance on UNHCR procurement policies. The Associate Supply Officer will play a crucial role in ensuring that supply chain operations are efficient and aligned with the operational needs of UNHCR in Niger, particularly in response to the needs of refugees and IDPs.

Duties and Responsibilities:
The duties and responsibilities of the UN Volunteer Associate Supply Officer include:
  • Strategy: Prepare sourcing plans for relief items and services based on operational needs and establish cooperation with partners for coordinated supply activities.
  • Operational Support: Apply UNHCR's procurement strategy, assist in procurement functions, evaluate purchase requisitions, draft and dispatch quotation requests, assist in evaluating offers, and prepare proposals for contract awards.
  • Infrastructure Support: Identify partners for supply chain projects, analyze the quality of delivered commodities and services, and establish local quality assurance processes.
  • Business Support: Analyze existing supply infrastructure, implement projects to improve supply performance, monitor project implementation, and ensure compliance with UNHCR's global policies on supply chain management.
  • Community Engagement: Integrate the UN Volunteers programme mandate within the assignment, promote voluntary action, and engage with communities.
  • Reporting: Compile and analyze statistical information related to supply chain matters to assist in decision-making.

Required Qualifications:
The position requires a strong understanding of supply chain management and procurement processes, as well as the ability to work effectively in a multicultural environment. Candidates should demonstrate professionalism, integrity, teamwork, and a commitment to continuous learning. The role demands excellent organizational and problem-solving skills, effective communication abilities, and flexibility to adapt to changing work environments. Educational Background:
Candidates should possess a relevant degree in supply chain management, logistics, business administration, or a related field. Advanced degrees or certifications in procurement or supply chain management are advantageous. A solid understanding of UNHCR's operational context and humanitarian principles is also beneficial.

Experience:
The position requires prior experience in supply chain management, procurement, or logistics, preferably within a humanitarian or international development context. Candidates should have demonstrated experience in coordinating supply chain activities, managing procurement processes, and working with diverse stakeholders. Experience in a field-based role in challenging environments is highly desirable.

Languages:
Fluency in French is mandatory, as it is the official language of Niger. Proficiency in English is also desirable. Knowledge of local languages such as Hausa or Djerma-Sonhrai would be an asset, enhancing communication with local communities and stakeholders.

This position is classified as a non-family duty station with a category E rating. The duty station is Maradi, where accommodations are available, although finding reasonable quality housing may be challenging. The role may involve travel within the region and requires adaptability to potentially hazardous conditions. The position is full-time, and candidates should be prepared for a challenging living environment with limited access to medical facilities and educational services. The UNHCR Medical Section has recommended specific clinics in Niamey for medical care, and malaria prevention measures should be followed. The role includes an 8-week Rest and Recuperation (R&R) cycle.
