Currently, the DRC mission is the third largest in terms of financial volume within the organization. The mission is active in food security and livelihoods (SAME), water, hygiene, and sanitation (EHA), and multi-sector cash assistance (direct cash or fairs via the Red Rose tool). Each of SI's activities includes a strong protection component, either as a standalone or through an implementation partner. The programs cover emergency response through rapid response programs (RRM) and 'second line' programs, as well as recovery and development activities in stabilized areas. This approach illustrates the strategy chosen by the mission, which aims to maintain a strong emergency response capacity while developing sustainable solutions to the issues affecting populations in the eastern part of the country. The DRC mission consists of a coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and three operational bases located in North Kivu (Goma, Beni with a sub-base in Kiwandja and Nobili), South Kivu (office currently being opened), and Ituri (Bunia, with plans to open/reopen sub-bases in Mahagi, Drodro, and Fataki). As part of its multi-year strategy, SI aims to open new bases and expand its program portfolio.
Job Overview: The Logisticien - Administrateur will work under the hierarchical authority of the Field Coordinator and the functional authority of the HR, Finance, and Logistics Coordinators. This position is responsible for the administrative, accounting, financial, and logistical management of the assigned base, ensuring compliance with donor procedures and Solidarités International's policies. The Logisticien - Administrateur will organize logistical and administrative support for programs, ensure the proper application of HR policies, and supervise all logistical activities at the base. The role also involves supporting, monitoring, and training team members, as well as assisting the base manager or field coordinator in implementing security rules. The position presents several challenges, including a volatile security context, humanitarian access issues, and administrative hurdles such as visa management. The first two to three months will focus on coordinating HR, finance, and logistics activities at the base, managing the logistics and admin teams, maintaining accounting records, managing cash flow, validating expenditures, and conducting monthly budget follow-up meetings with the coordination team and budget holders.
Duties and Responsibilities: The Logisticien - Administrateur will be responsible for the following duties and responsibilities:
Manage the administrative, financial, and logistical operations of the base, ensuring compliance with internal and donor procedures.
Organize logistical support for programs, including procurement, transport, and stock management.
Supervise the HR policies and ensure their proper application at the base.
Monitor and train team members in logistics and administrative processes.
Assist the base manager in implementing security protocols and managing risks.
Maintain accurate accounting records and ensure timely reporting to the coordination team.
Manage the base's cash flow, ensuring proper funding and expenditure tracking.
Prepare and oversee monthly financial closures and integrate accounting data from the area.
Conduct regular budget follow-up meetings with the coordination team and budget holders. 1

Required Qualifications: The ideal candidate for the Logisticien - Administrateur position should possess the following qualifications:
Proven experience in logistical and administrative management in a base or coordination role.
At least four years of experience in the humanitarian sector, with a minimum of two years in a similar position.
Strong knowledge of administrative, HR, and financial procedures.
Familiarity with international humanitarian standards and procedures, particularly those of Solidarités International.
Proficiency in software such as SAGA, HOMERE, LINK, and Microsoft Excel.
Educational Background: Candidates should have a relevant educational background, typically a degree in a field related to general management, political science, project management, logistics, or administration. This educational foundation is essential for understanding the complexities of humanitarian operations and the administrative frameworks that govern them.
Experience: Candidates must have significant experience in the humanitarian sector, with at least four years of relevant experience. This should include at least two years in a similar role, demonstrating the ability to manage logistics and administration effectively in challenging environments, particularly in emergency contexts.
Languages: Fluency in French is mandatory, as it is the primary language of communication within the organization and in the field. Proficiency in English is appreciated and considered an asset, as it may facilitate communication with international partners and stakeholders.
Additional Notes: The position is a short-term contract with a duration of three months, starting as soon as possible. The role is based in Goma and Uvria, and it is essential to be adaptable to the volatile security context of the region. The salary for this position starts at EUR 2310 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly, along with a monthly per diem of USD 80
Solidarités International also covers housing costs and travel expenses between the expatriate's home country and the duty station. During the mission, a work and leave rotation system is implemented, allowing for breaks every three months, with additional rest days accrued. Expatriates benefit from comprehensive health insurance covering medical expenses, including dental and ophthalmological care, as well as repatriation. The organization also reimburses necessary vaccinations and malaria treatment. Living conditions include individual rooms with private or shared bathrooms, communal spaces, and 24/7 electricity, although occasional power cuts may occur.
