Job Overview:
The position involves facilitating a specialized two-day training workshop aimed at empowering 35 rural women leaders in Kairouan, Tunisia. The workshop is part of the Joint Programme on Rural Women's Economic Empowerment (JPRWEE), which seeks to enhance the participation and influence of rural women in decision-making processes at local, regional, and global levels. The consultant will be responsible for designing and delivering interactive training sessions that equip participants with essential skills in public speaking, political analysis, advocacy planning, and negotiation. The overarching goal is to transform rural women from passive beneficiaries of political change into active agents who can articulate and advocate for their communities' priorities in political forums.

Duties and Responsibilities:
The consultant will be tasked with the following responsibilities:
  • Design and facilitate a two-day training workshop using interactive and participatory methods to ensure active engagement from participants.
  • Develop training materials that are accessible and relevant to the participants' contexts.
  • Provide practical training on public speaking, political analysis, advocacy planning, and negotiation skills.
  • Support the establishment of structured opportunities for engagement in local and regional decision-making bodies.
  • Document the training outcomes, best practices, and lessons learned for future reference.
  • Collaborate with the JPRWEE Programme Manager and the program team for coordination and support throughout the process.
  • Ensure that the training aligns with the strategic objectives of ONU Femmes and contributes to the empowerment of rural women.

Required Qualifications:
Candidates must possess a Master's degree in social sciences, gender studies, governance, public policy, or a related field relevant to women's empowerment and civic participation. Specialized training or certification in leadership, advocacy, public policy, or gender-transformative approaches is considered an asset. The consultant should demonstrate a strong understanding of gender issues, particularly in rural contexts, and possess the ability to translate complex concepts into accessible training content.

Educational Background:
A Master's degree in relevant fields such as social sciences, culture, gender studies, governance, public policy, or public administration is required. Additional certifications in leadership, advocacy, or gender studies are advantageous and will enhance the candidate's profile.

Experience:
A minimum of five years of proven professional experience in designing and implementing capacity-building programs, particularly aimed at women and community organizations in rural settings. Experience in training, coaching, or mentoring rural women, especially in the Kairouan governorate, is essential. The consultant should have a solid background in supporting community and professional organizations to enhance their participation in local governance mechanisms and a deep understanding of gender issues in rural Tunisia.

Languages:
Fluency in Arabic and French is required, while practical knowledge of English is considered an asset. The ability to communicate effectively in these languages is crucial for the training and engagement with participants.

Additional Notes:
This consultancy is primarily remote, with the consultant required to be physically present in Kairouan for the two-day workshop. The consultant will work remotely during the preparation and documentation phases and will participate in virtual coordination meetings with the ONU Femmes team as needed. Travel expenses and daily subsistence allowances will be covered according to ONU Femmes policies for consultants based outside Kairouan. The position is project-based and may involve further opportunities depending on the success of the training and the ongoing needs of the program.
