Job Overview: The National Consultant will play a crucial role in supporting the gender audit at the Secretariat of the Cabinet of Ministers of Ukraine. This position involves collaborating with the Government Commissioner on Gender Equality Policy and UN Women to implement the gender audit as mandated by the State Strategy on Ensuring Equal Rights and Opportunities for Women and Men. The consultant will be responsible for adapting the GA methodology, conducting desk reviews, facilitating surveys and interviews, and analyzing data to draft comprehensive reports. The consultant will also engage in knowledge sharing and training sessions, ensuring that the audit process is inclusive and effective. The role requires a strong understanding of gender issues and the ability to provide technical support to government institutions, ensuring that gender perspectives are integrated into their operations. The consultant will work closely with a team, including another National Expert, to achieve the objectives of the gender audit and contribute to the development of an action plan based on the audit findings.
Duties and Responsibilities: The consultant's duties will include providing inputs to the draft of the adapted GA methodology, organizing validation sessions with the SCMU gender audit working group, and participating in expert discussions and consultations. The consultant will conduct a thorough desk review of existing documents and data, facilitate online surveys and key informant interviews, and analyze the collected data. Additionally, the consultant will draft the GA report, incorporating best practices and recommendations, and support the validation and presentation of the report's findings. The consultant will also assist in developing an action plan to address identified gender equality issues based on the audit results. The role requires effective communication and collaboration with various stakeholders to ensure the successful implementation of the gender audit.
Required Qualifications: Candidates must possess an advanced (Master’s) degree or equivalent in fields such as public administration, law, social science, international relations, human rights, or gender studies. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. The position requires at least two years of relevant work experience in human rights, gender equality, governance, or related fields. Proven experience in planning and conducting gender assessments, gender analyses, and providing advisory support to government institutions is essential. Candidates should demonstrate a strong understanding of gender equality commitments and the ability to coordinate technical support for meetings and consultations with government authorities.
