Job Overview: The Director, Finance and Operations will play a pivotal role in the management and functioning of the EpiC Ukraine project, supporting the EpiC Project Director. This position is integral to the senior leadership team, overseeing operations staff and activities that support project delivery, including finance, grants, and procurement. The Director will ensure that financial management and procurement processes are efficient and compliant with organizational standards and U.S. Government regulations. The role requires collaboration with various teams to streamline operations and enhance project delivery in a challenging humanitarian context. The Director will also be responsible for maintaining effective communication between the project office and headquarters, ensuring that all operational systems are responsive to the program's needs and aligned with broader organizational goals.
Duties and Responsibilities: The Director, Finance and Operations will be accountable for establishing and overseeing operational systems that meet the programmatic and technical needs of the project while ensuring compliance with USG and FHI 360 regulations. Key responsibilities include overseeing project financial management, procurement, logistics, administration, and sub-award management. The Director will develop and implement the project’s procurement plan, manage budgets, and provide timely financial and project reports to management and donors. They will lead a finance team, ensure compliance with grant management functions, and support the Project Director in operationalizing project initiatives. The Director will also ensure that project implementation is closely managed through structured work plans and monitoring plans, oversee expenditures, and provide leadership and guidance to staff to ensure high-quality reporting and compliance with organizational and donor guidelines.
Required Qualifications: Candidates must possess effective strategic planning, project evaluation, and project management skills. Strong business acumen, staff development, management, and reporting experience are essential. The role requires demonstrated public relations and diplomacy skills, as well as excellent oral and written communication abilities. Professional fluency in Ukrainian is mandatory, and candidates should have the ability to build positive relationships with local communities and government officials. Experience in operations management, corporate policies, compliance, and procedures oversight is also required, along with the ability to analyze and establish effective organizational procedures and management systems.
Educational Background: A Bachelor's Degree or its International Equivalent in Business Administration, Public Health, Social Sciences, or a related field is required. A Project Management (PM) Certification is preferred, indicating a strong foundation in project management principles and practices.
Experience: Typically, a minimum of 12+ years of relevant experience in project management is required. Candidates should have previous experience working with USG or PEPFAR-supported programs and in an international NGO environment. Demonstrated ability to collaborate with national Ministry of Health personnel, academic institutions, local public health authorities, NGOs, and international partners is essential. Experience in managing large teams and achieving program goals on time and within budget parameters is also necessary, along with proficiency in Microsoft Office applications.
Languages: Professional proficiency in written and spoken English and Ukrainian is required. Knowledge of additional languages may be considered an asset but is not mandatory for this position.
Additional Notes: The position is based in Kyiv, Ukraine, and requires in-person work at the project office. The expected hiring salary range for this role is UAH 2,800,000 - 3,500,000 annually for basic salary.
