Job Overview:
The Finance Officer is responsible for implementing financial systems in accordance with NRC policies and procedures, ensuring that project staff receive the necessary administrative support. This role involves adhering to NRC's financial guidelines, preparing financial reports, and maintaining accurate financial documentation. The Finance Officer will also support project staff with financial and administrative matters, ensuring that all financial activities align with NRC's standards and policies. The position requires a proactive approach to financial management and a commitment to maintaining high standards of accountability and transparency in all financial dealings.

Duties and Responsibilities:
The Finance Officer will have a comprehensive set of duties and responsibilities, including but not limited to: ensuring adherence to NRC policies and guidelines; implementing delegated financial functions according to the action plan; preparing and developing status reports for management; maintaining a filing system for all financial documents; preparing monthly financial reports; supporting project staff in financial matters; planning and implementing activities in line with NRC standards; contributing to protection risk analysis; verifying vouchers and supporting documents; managing payments to suppliers and contractors; overseeing petty cash and corporate card maintenance; ensuring timely booking of costs into the Agresso system; participating in bank reconciliations; collaborating with financial institutions to resolve payment queries; securing supporting documentation in digital format; assisting in internal and external audits; and performing any other tasks assigned by the coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator.

Required Qualifications:
The ideal candidate for the Finance Officer position should possess a strong understanding of the financial context in which NRC operates. They should have a pre-intermediate level of English proficiency, both written and verbal, and be fluent in Ukrainian. Good computer skills, particularly in MS Office, are essential. Additionally, candidates should have experience working in finance within a humanitarian or recovery context, familiarity with NGO accounting practices, and an understanding of donor budgets and local tax authority reporting. Knowledge of compulsory primary documentation for processing supplier payments in accordance with local law is a must, as is experience with the Agresso ERP system.

Educational Background:
Candidates for the Finance Officer position should have a relevant educational background in finance, accounting, or a related field. A degree in finance or accounting is preferred, as it provides the foundational knowledge necessary for managing financial systems and processes effectively within the organization.

Experience:
The position requires candidates to have prior experience working in finance, particularly in a humanitarian or recovery context. Experience with NGO accounting practices and familiarity with donor budgets is highly desirable. Candidates should also have experience preparing reports for local tax authorities and managing financial documentation in compliance with local laws. Familiarity with the Agresso ERP system is an added advantage.

Languages:
Fluency in Ukrainian is mandatory for this position, as it is essential for communication and documentation within the local context. A pre-intermediate level of English is also required, enabling the candidate to engage with international stakeholders and understand NRC's policies and guidelines. Additional language skills may be considered an asset but are not mandatory.
