Job Overview:
The Locally Led Funding Adviser position is crucial for advancing NORCAP's commitment to localization in Ukraine. The role involves leading efforts to develop a coordinated and effective ecosystem for locally led resource mobilization. This includes establishing a Community of Practice and a multi-stakeholder Working Group aimed at improving collaboration, knowledge-sharing, and alignment among funding actors. The successful candidate will be responsible for enhancing coordination, developing practical tools and policy guidance, and increasing access to diverse funding streams for Ukrainian civil society organizations. The position is based in Kyiv, Ukraine, and requires travel as necessary. The contract will commence as soon as possible and is set to run until December 31, 2026, with the possibility of extension based on funding, performance, and partner needs. The role reports directly to the Director of the Alliance of Ukrainian CSOs.

Duties and Responsibilities:
The Locally Led Funding Adviser will have a comprehensive set of responsibilities, including:
  • Compliance with all NRC, NORCAP, and host agency policies, procedures, and branding.
  • Contributing proactively to effective team dynamics that deliver results according to strategic plans.
  • Being accountable for achieving results within the relevant thematic area and projects, in line with strategic plans, grant agreements, result frameworks, and budgets.
  • Developing and implementing a strategic plan for the relevant thematic area.
  • Representing the project in relevant forums and engaging with international, regional, and national donors, partners, and stakeholders.
  • Supporting fundraising initiatives in collaboration with the Project and/or Thematic Manager and fundraising team, including donor engagement and proposal development.
  • Contributing to donor reports in close collaboration with Project and Thematic Managers. Specific responsibilities include:
  • Funding Attraction & Resource Mobilisation: Designing and operationalizing a multi-stakeholder coordination framework for locally led resource mobilization and funding attraction, mapping roles and decision-making pathways for fund governance.
  • Stakeholder Facilitation & Engagement: Organizing and facilitating meetings, workshops, and dialogues among stakeholders, fostering trust and collaboration on fund design and accountability.
  • Ecosystem Mapping & Analysis: Mapping funding opportunities and existing resource mobilization initiatives in Ukraine, maintaining a dynamic database of stakeholders and funding opportunities.
  • Knowledge Management & Policy Development: Synthesizing lessons learned into practical guidelines and developing evidence-based policy recommendations.
  • Capacity Strengthening: Facilitating peer learning and skill-building on funding attraction and resource mobilization, supporting stakeholders in aligning pooled funds with localization commitments.

Required Qualifications:
Candidates for the Locally Led Funding Adviser position should possess a Master’s degree in a relevant field or equivalent experience. They must have at least 7 years of experience in humanitarian, development, or peacebuilding contexts, particularly with a focus on localization, funding, or resource mobilization. Proven experience in multi-stakeholder facilitation, policy development, and partnership building is essential. A strong knowledge of donor funding mechanisms, grant management, and resource mobilization strategies is required, along with a demonstrated understanding of the Ukrainian context. Excellent communication skills in English are mandatory, and proficiency in the Ukrainian language is highly desirable.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as international relations, development studies, public policy, or a related discipline. Equivalent experience in relevant sectors may also be considered, particularly if it demonstrates the necessary skills and knowledge for the role.

Experience:
The position requires a minimum of 7 years of relevant experience in humanitarian, development, or peacebuilding contexts. Candidates should have a strong focus on localization, funding, or resource mobilization, with proven experience in facilitating multi-stakeholder processes and developing policies that enhance funding mechanisms and partnerships.

Languages:
Fluency in English is mandatory for this role, as effective communication with international stakeholders is crucial. Proficiency in the Ukrainian language is highly desirable, as it will facilitate engagement with local civil society organizations and stakeholders in Ukraine.

Additional Notes:
The contract for the Locally Led Funding Adviser position is set to start as soon as possible and will run until December 31, 2026, with the possibility of extension based on funding availability, performance, and partner needs.
