Job Overview: The Project Coordinator will play a crucial role in the UNHCR Kyiv Field Office, reporting directly to the Head of Field Office. This position involves coordinating with government and local authorities to identify and assess potential projects that align with the organization's Standard Operating Procedures (SOP) and unit costs. The Project Coordinator will be responsible for providing estimates for project costs related to the repair and rehabilitation of identified structures, ensuring that all activities comply with UNHCR's technical requirements and local regulations. The role requires a proactive approach to problem-solving and effective communication skills to liaise with various stakeholders, including contractors, design service providers, and implementing partners. The Project Coordinator will also assist in the design process by providing valuable inputs and ensuring that all technical documentation is reviewed and approved in a timely manner. This position is essential for the successful implementation of projects aimed at supporting displaced communities in Ukraine.
Duties and Responsibilities: The duties and responsibilities of the Project Coordinator include: coordinating with government and local authorities for project identification and assessment; providing cost estimates for repair and rehabilitation projects; liaising with contractors, design service providers, and Shelter teams; analyzing current unit costs for similar interventions; assisting in the design process by providing inputs to engineers and architects; coordinating with the Supply Unit for the development of Terms of Reference (ToR) and Bills of Quantity (BoQ); performing bid analysis and technical evaluations; supervising construction and renovation works; reviewing and recommending approval of technical documentation; monitoring contractor compliance with technical requirements; initiating and tracking payments; monitoring overall project implementation progress; writing regular reports on project aspects including financial, technical, and schedule compliance; participating in duty travel teams for project implementation; and performing other duties as assigned.
Required Qualifications: The essential minimum qualifications for this position include a Bachelor’s degree in Civil Engineering, Architecture, Construction Engineering, or a related field. Candidates must have a minimum of 2 years of relevant work experience, which can be gained through a Bachelor’s degree or equivalent higher education. Desired qualifications include good technical knowledge of construction practices in Ukraine, familiarity with Ukrainian construction legislation, excellent communication skills, proficiency in MS Office applications (especially Excel), and the ability to work effectively in a multi-task environment and contribute to a multinational team.
Educational Background: Candidates must possess a Bachelor’s degree in Civil Engineering, Architecture, Construction Engineering, or a related field. This educational background is essential for understanding the technical aspects of project coordination and management within the context of humanitarian efforts.
Experience: The position requires a minimum of 2 years of relevant work experience in project coordination or a related field. This experience should ideally include work in construction, project management, or a similar role within the humanitarian sector, providing candidates with the necessary skills to navigate the complexities of project implementation in a challenging environment.
Languages: Proficiency in English and Ukrainian is mandatory for this position. Candidates should be able to communicate effectively in both languages, as they will be required to interact with various stakeholders, including local authorities and project partners. Knowledge of additional languages is considered a plus, particularly in a multicultural work environment.
Additional Notes: The appointment for this position is for an initial period of six (6) months and is classified as a full-time role, with official working hours from Monday to Friday, totaling 40 hours per week. The position does not require functional clearance and is not remote, as it is based in Kyiv.
