Job Overview:
The Energy Audit Analyst will play a crucial role in supporting the implementation of the Ukraine Public Building Energy Efficiency (UPBEE) Programme, which aims to enhance energy efficiency in public buildings across Ukrainian cities. This position involves working closely with municipalities to ensure compliance with energy performance requirements and to oversee the development of technical designs and energy audit certificates. The Analyst will also provide advisory support on renewable energy solutions, contributing to the overall goal of improving energy efficiency and sustainability in the region. The role requires a proactive approach to promoting the UPBEE Programme, engaging with local authorities, and ensuring that energy audits are conducted effectively to meet the needs of the communities affected by the war.

Duties and Responsibilities:
I. UPBEE Programme promotion and sub-project preparation: The Analyst will advise on energy efficiency indicators and requirements under the UPBEE Programme, contribute to the communication strategy, and promote the programme at various events. They will cooperate with beneficiaries during the application process and provide guidelines for sub-project preparation. II. Preparation of energy audits: The Analyst will review existing operational characteristics of buildings, conduct energy performance analyses, and prepare energy audit reports with actionable recommendations. III. Overseeing implementation of energy audit recommendations: The Analyst will perform quality assurance checks on technical designs, conduct site visits to ensure compliance with energy efficiency requirements, and monitor construction works. IV. Provide technical advisory support: The Analyst will contribute to regular reporting on project progress and provide technical support to the project team, ensuring that renewable energy solutions are integrated into technical designs. The incumbent will also perform other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in Energy Management/Audit, Engineering, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) in the mentioned areas combined with two additional years of qualifying experience may be accepted in lieu of a Master’s degree. Candidates should have a minimum of two years of proven experience in conducting energy audits and related areas, with four years required for those with a Bachelor’s degree. Proficiency in computer software, particularly MS Office, is essential, along with knowledge of spreadsheet and database packages. Familiarity with national legislation regarding construction norms and standards is desirable, as is experience in engineering supervision and monitoring.

Educational Background:
An advanced university degree (Master’s degree) in Energy Management/Audit, Engineering, or a related field is required. A Bachelor’s degree in the same areas, combined with two additional years of qualifying experience, can be accepted in lieu of a Master’s degree. Candidates should have a strong academic background that supports their ability to conduct energy audits and provide technical assistance in energy efficiency projects.

Experience:
The position requires a minimum of two years of relevant experience for candidates with a Master’s degree, or four years for those with a Bachelor’s degree. Experience should include conducting energy audits and working on projects related to energy efficiency in public buildings. Familiarity with local communities and authorities, as well as experience with international organizations or technical assistance projects, is considered an asset. A qualification certificate as an energy auditor is also beneficial.

Languages:
Fluency in English and Ukrainian is required for this position. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with local stakeholders and beneficiaries.
