Job Overview: The Senior Laboratory and Diagnostics Officer is responsible for leading the implementation of laboratory and diagnostic technical work on the STRengthening Infectious disease DEtection Systems (STRIDES) Activity in Vietnam. This position involves supervising staff and collaborating with national and sub-national health security" style="border-bottom: 1px dotted #007bff !important;">security actors. The officer will oversee project activities related to laboratory and diagnostic systems, including strengthening laboratory networks, managing the procurement and distribution of medical supplies, training partners on diagnostics and biosafety, and addressing gaps in specimen referral and cold chain systems. The role requires close collaboration with STRIDES colleagues in Vietnam and globally to ensure that laboratory and diagnostic activities align with project workplans and reporting requirements, while adhering to industry best practices.
Duties and Responsibilities: The Senior Laboratory and Diagnostics Officer will provide overall technical direction and guidance to project staff in laboratory and diagnostic system strengthening. Responsibilities include supporting technical aspects of STRIDES Vietnam activities, monitoring project protocols and data sets, developing technical briefs and reports, conducting analyses to identify areas for improvement, and assisting with research studies. The officer will also develop strategies for project design and implementation, monitor deliverables, lead technical project activities, and ensure compliance with project timelines and budgets. Additionally, the officer will prepare reports summarizing project results, develop quality standards, and coordinate activities to meet client and regulatory requirements.
Required Qualifications: Candidates must possess in-depth knowledge of laboratory and diagnostic systems, project management, and quality standards. Proficiency in database management software and online search tools is required, along with excellent organizational, analytical, and project management skills. The ability to communicate effectively with clients and staff, as well as sensitivity to cultural diversity, is essential. Candidates should demonstrate problem-solving abilities and the capacity to influence and collaborate with others.
Educational Background: A Master’s Degree or its international equivalent in Knowledge/Information Services, Health, Human Development, Microbiology, Clinical Diagnostics, or a related field is required. A Project Management (PM) Certification is preferred.
Experience: Typically, candidates should have at least 6 years of relevant experience in managing data collection and providing technical assistance. Proven knowledge and experience in diagnosing infectious diseases and strengthening laboratories to meet international quality standards are essential. Prior experience in a non-governmental organization (NGO), government agency, or private organization is preferred, along with international or domestic program development or management experience.
Languages: Fluency in English is mandatory, with the ability to read, write, and speak clearly. Additional language skills may be beneficial but are not specified as mandatory.
Additional Notes: The position may require travel of 10% to 25%. The job is based in a typical office environment, with the expectation of spending long hours at a computer and performing repetitive tasks.
