Job Overview:
The Finance Officer position is crucial for the day-to-day implementation of support functions within the organization. This role involves ensuring adherence to NRC policies, tools, handbooks, and guidelines while implementing the delegated financial function portfolio according to the plan of action. The Finance Officer will prepare and develop status reports as required by management, maintain a filing system for all financial and accounting documents, and ensure that all financial documents are filed according to NRC standards. Additionally, the officer will prepare monthly financial reports and support project staff in financial matters, promoting ideas for improvement in the support function. This position requires a proactive approach to financial management and a commitment to maintaining high standards of accountability and transparency.

Duties and Responsibilities:
The Finance Officer will have a comprehensive set of duties and responsibilities, including:
  • Ensuring adherence to NRC policies and guidelines in all financial matters.
  • Implementing the delegated financial function portfolio according to the Financial Handbook and other NRC policies, including Standard Operating Procedures (SOPs).
  • Preparing and developing status reports as required by management.
  • Maintaining a filing system for all financial and accounting documents, ensuring compliance with NRC standards.
  • Preparing monthly financial reports and sending all relevant documents to management.
  • Supporting project staff in financial matters and providing guidance as needed.
  • Promoting and sharing ideas for the improvement of the support function.
  • Verifying that vouchers and supporting documents meet NRC standards before payment and being responsible for payments to partners.
  • Providing inputs to partners' agreements during the negotiation stage and following up during the implementation stage. 1
  • Verifying partners' financial reports and ensuring that all supporting documents are clear and eligible. 1
  • Conducting meetings with partners during the negotiation stage and preparing presentations for induction and information sessions. 1
  • Ensuring timely booking of all costs into the financial system and preparing bank account reconciliations. 1
  • Assisting the coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator and Finance Manager in internal and external audits and preparing donor reports. 1
  • Verifying financial transactions per project and performing any other tasks as assigned.

Required Qualifications:
The ideal candidate for the Finance Officer position should possess the following qualifications:
  • Experience working as a Finance Officer or Accountant in a humanitarian or recovery context.
  • Professional knowledge of auditing and accounting principles.
  • Previous experience working in complex and volatile contexts, demonstrating adaptability and resilience.
  • Documented results related to the responsibilities of the position, showcasing a track record of success in financial management.
  • Knowledge of English, both written and verbal, is essential for effective communication within the organization and with external partners.

Educational Background:
Candidates should have a relevant educational background, typically including a degree in finance, accounting, business administration, or a related field. Additional certifications in accounting or finance, such as CPA or ACCA, may be advantageous and demonstrate a higher level of expertise in financial management.

Experience:
The position requires candidates to have a minimum of 2-3 years of relevant experience in finance or accounting, particularly in a humanitarian or recovery context. Experience working with local financial institutions and tax authorities is also beneficial, as is familiarity with the general tax laws applicable to international and local NGOs. Candidates with experience in the start-up of humanitarian or recovery programs will be considered an asset, as this demonstrates the ability to navigate complex financial environments effectively.

Languages:
Fluency in Ukrainian, both written and verbal, is mandatory for this position, as it is essential for communication with local partners and stakeholders. Proficiency in English is also required to ensure effective communication within the organization and with international partners. Knowledge of additional languages may be considered an advantage, particularly if it aligns with the operational context of NRC.

This position is full-time and may involve working in a challenging and insecure environment. The Finance Officer will be expected to demonstrate strong planning and organizational skills, as well as the ability to deliver results under pressure. The role may require occasional travel to project sites and collaboration with various stakeholders, including local partners and government authorities.
