Job Overview:
The National Professional Officer position focuses on coordinating activities related to rehabilitation and assistive technologies within Ukraine. The role involves working closely with various stakeholders, including government agencies, healthcare institutions, and organizations of people with disabilities. The officer will be responsible for organizing training sessions, capacity-building initiatives, and reporting on programmatic activities. This position is essential for addressing the rehabilitation needs of the population and ensuring that healthcare services are equipped to provide adequate support. The officer will also contribute to the implementation of WHO's European Programme of Work 2020–2025, which emphasizes collaborative efforts to improve health outcomes across Europe. The successful candidate will be expected to engage in policy dialogue, facilitate training for local rehabilitation personnel, and support the development of community-based rehabilitation programs.

Duties and Responsibilities:
  • Assist the Technical Officer on Disability and Rehabilitation in implementing WHO activities related to rehabilitation and assistive technologies.
  • Organize deployments of multidisciplinary teams of international rehabilitation experts for training and capacity-building activities.
  • Coordinate training activities for primary healthcare facilities and community workers on rehabilitation and assistive technologies.
  • Support capacity-building initiatives for clinical multidisciplinary training centers and hospitals.
  • Produce reports for donors and stakeholders on rehabilitation and assistive technologies.
  • Collect and analyze information to prepare reports and situation analyses related to rehabilitation needs.
  • Collaborate with organizations of people with disabilities to develop community support programs.
  • Assist in managing WHO visits and missions to Ukraine, ensuring follow-up on recommendations.
  • Perform other duties as assigned by the supervisor.

Required Qualifications:
  • Excellent analytical and writing skills.
  • Ability to work effectively in uncertain and rapidly changing environments.
  • Strong interpersonal skills to interact with high-level stakeholders.
  • Proficient in data management and analysis.
  • Good computer skills, including word processing and presentation software.
  • Emotional intelligence and the ability to manage one's own emotions and support others.

Educational Background:
Essential: A university degree (Bachelor's level or equivalent) in Physical and Rehabilitation Medicine, public health, physiotherapy, occupational therapy, or social sciences. Desirable: A Master's degree or postgraduate training in any of the aforementioned fields.

Experience:
Essential: At least one year of clinical experience as a rehabilitation professional in the rehabilitation sector. Desirable: Relevant work experience in an international environment such as WHO, UN, governmental/public organizations, or NGOs. Experience in coordination and reporting on programmatic activities related to capacity building or procurement in rehabilitation and assistive technologies. Experience in project management within the humanitarian sector and previous work in emergency/humanitarian response is also desirable.

Languages:
Essential: Expert knowledge of English and Ukrainian. Desirable: Intermediate knowledge of another WHO language.

Additional Notes:
This position is a maternity leave replacement and is classified as a National Professional Officer role, meaning only applications from nationals of Ukraine will be accepted. The remuneration includes an annual base salary starting at USD 33,420, with mandatory deductions for pension contributions and health insurance. The position offers 30 days of annual leave.
