Job Overview:
The Associate Director, Regional Policy Lead (AD RPL) plays a crucial role in representing the Policy and Partnerships Division of the EBRD in Ukraine and is responsible for leading the prioritization, design, and delivery of the Bank's policy agenda in the region. This position requires a strategic leader who will work closely with various teams within the Bank to ensure that the policy agenda aligns with the economic assessments of the region. The AD RPL will be based in one of the Bank's Resident Offices and will manage a team of professionals, contributing to the development of Country Strategies and policy compacts while overseeing active policy engagements. The role demands a deep understanding of the political and economic landscape of the region, as well as the ability to coordinate effectively with local stakeholders and other teams within the Bank.

Duties and Responsibilities:
The AD RPL will prioritize policy engagements in consultation with key stakeholders, including the Regional Managing Director and Country Management. Responsibilities include overseeing the preparation of policy compacts, contributing to Country Strategies, and coordinating closely with the Bank's Resident Offices. The AD RPL will lead a regional team, ensuring effective resource utilization and collaboration with other policy teams. The role also involves managing cooperation between specialist teams and the Regional Policy and Strategy team, preparing updates on economic and political developments, supporting the career development of staff, and ensuring the delivery of policy and advisory offerings for large banking transactions. Additionally, the AD RPL will support Country Management in dialogues with country authorities and assist in the identification and implementation of investments.

Required Qualifications:
Candidates must possess an advanced university degree in economics or a related field, along with extensive knowledge of economic and policy issues facing transition economies and emerging markets. A strong managerial background with a proven track record in multitasking and managing results is essential. Experience in policy delivery within emerging market economies, particularly in the EBRD's countries of operation, is required. Candidates should demonstrate the ability to deliver sectoral reforms and possess a deep understanding of the interplay between political, economic, and structural factors. Familiarity with the region and emerging market investments is advantageous, as is knowledge in specific sector policy areas and project experience. Excellent interpersonal, communication, and writing skills are necessary, along with fluency in English and preferably one or more regional languages.

Educational Background:
An advanced university degree in economics or a related field is mandatory for this position. This educational background provides the foundational knowledge necessary to understand the complex economic and policy issues that the EBRD addresses in its countries of operation. Candidates with additional qualifications or certifications related to public policy, international relations, or development economics may have an advantage in the selection process.

Experience:
The position requires extensive relevant professional experience, ideally within an international organization, government agency, think tank, or similar policy environment. Candidates should have a strong background in managing teams and projects, with a focus on delivering results in complex and dynamic settings. Experience in engaging with multiple stakeholders and navigating the challenges of policy delivery in emerging markets is crucial for success in this role.

Languages:
Fluency in written and spoken English is mandatory for this position. Additionally, proficiency in one or more of the languages spoken in the relevant region would be considered an advantage, as it would facilitate communication and engagement with local stakeholders and enhance the effectiveness of policy delivery.

Additional Notes:
This position is a fixed-term contract lasting four years, with the possibility of temporary relocation to Warsaw, Poland. The EBRD may allow eligible candidates to work from Ukraine if relocation is not feasible due to personal reasons. The role is full-time and involves significant responsibilities within the Bank's regional management team.
