In 2025, NRC supported approximately 340,000 individuals across Ukraine through various interventions, including legal aid, protection, education, shelter, livelihoods, and multi-purpose cash assistance. NRC operates in regions with high severity of needs in the east, south, and north of Ukraine. The organization emphasizes localization and partner-led implementation, aiming to enhance the role of national and local actors in delivering humanitarian assistance. NRC is part of a consortium that includes both international and national partners, working together to provide cash-based assistance to conflict-affected populations throughout Ukraine. This consortium is supported by a dedicated Consortium Coordination Unit, which is led by the Consortium Manager to ensure coherent, quality, and accountable program delivery across all members. The first project under this consortium involves a coordinated, complementary, and harmonized unified cash transfer response, executed by NRC, Acted, and Right to Protection (R2P), along with eleven sub-implementing partners. The project aims to assist individuals in meeting their basic needs in high-severity areas, as outlined in the Ukraine humanitarian response plan. The assistance provided addresses the immediate basic needs of vulnerable households near the frontline, facilitates rapid emergency responses to strikes and evacuations, and supports the most vulnerable internally displaced persons who face barriers in accessing government allowances. A harmonized division of responsibilities ensures that each consortium member leads on a specific cross-cutting priority, promoting technical ownership, peer learning, and consistent standards across all partners.
Job Overview: The Consortium MEAL Technical Officer plays a crucial role in supporting the Consortium Manager to ensure the effective implementation of NRC’s Monitoring, Evidence, Accountability, and Learning (MEAL) systems at the consortium level. This position is responsible for providing direct technical support on output and outcome monitoring and reporting, as well as evaluations. The Technical Officer will coordinate with MEAL focal points from each consortium member and provide support to sub-implementing partners as necessary. The primary goal of this role is to ensure that quality data and evidence are collected, analyzed, and utilized to inform program learning and adaptation. Additionally, the Technical Officer will support the harmonization of MEAL systems across the consortium projects and among consortium members. This position is vital for maintaining the integrity and effectiveness of the consortium's MEAL efforts, ensuring that all activities align with NRC's standards and donor requirements.
Duties and Responsibilities: The duties and responsibilities of the Consortium MEAL Technical Officer include supporting the implementation and harmonization of MEAL systems, Standard Operating Procedures (SOPs), and standards at the consortium level, while considering NRC’s and donor requirements. The officer will provide technical support to consortium program and MEAL teams on output and outcome monitoring, and where necessary, evaluation and learning. The role involves ensuring that evidence from outcome monitoring and community feedback mechanisms (CFM) is captured, synthesized, and utilized for program adaptation and learning across the consortium. The Technical Officer will mentor MEAL staff on consortium harmonized tools, methodologies, and digital MEAL systems, and assist consortium members’ MEAL staff in data collection, analysis, and harmonized reporting. Furthermore, the officer will ensure an effective data management system through data quality checks, analysis, and learning sessions. Compliance with NRC policies, guidance, and procedures, particularly regarding MEAL policies and procedures, is a specific responsibility of this role. Specific responsibilities include contributing to Grant Opening Meetings, Project Review Meetings, and Grant Closure Meetings by providing MEAL technical analysis and an overview of Actuals versus Targets achievements. The officer will assist in identifying lessons learned from consortium projects or initiatives, ensure quality data is reported to donors by double-checking existing consortium data, create MEAL matrices and Indicator Tracking Tools (ITT) for the consortium, and develop project-specific reporting templates or aggregation tools to gather required data from consortium members and implementing partners in a timely manner. The officer will act as a focal point for specific MEAL components under the Consortium Manager's lead and support the consortium in developing tools necessary for data collection related to outputs, outcomes, and results, including baseline/endline/post-distribution surveys and participatory assessments. Training consortium MEAL staff on data collection tools, outcome monitoring methodologies, and safe data practices is also part of the responsibilities. The officer may be required to carry out any other tasks relevant to the function or position as delegated by the line manager.
Required Qualifications: The position requires a minimum of 3 years of experience in MEAL and/or information management, preferably in emergency or post-conflict settings. Candidates should possess a Bachelor’s degree or diploma in Statistics, Information Systems Management, Social Sciences, Development Studies, or a related field. A good understanding of MEAL principles and current approaches in relief and development settings, utilizing both quantitative and qualitative methods, is essential. Candidates should have knowledge and experience in implementing quantitative and qualitative data collection, training, supervision, sampling, analysis, and sharing results (visualization). Experience with mobile and online data collection systems, as well as data management and analysis platforms, is also required. Additionally, candidates should have experience handling sensitive community feedback in accordance with data protection principles and contributing to participatory discussions, learning workshops, and capacity-building activities.
Educational Background: Candidates must have a Bachelor’s degree or diploma in a relevant field such as Statistics, Information Systems Management, Social Sciences, Development Studies, or a related discipline. This educational background is crucial for understanding the complexities of data management and analysis, as well as the principles of monitoring and evaluation in humanitarian contexts.
Experience: The position requires a minimum of 3 years of relevant experience in MEAL and/or information management, particularly in emergency or post-conflict settings.
