Job Overview: The National Consultant will play a crucial role in supporting the Ministry of Economy, Environment and Agriculture of Ukraine and other state institutions in conducting gender audits as part of the national commitment to gender equality. The consultant will assist in developing the methodology for the gender audit, which includes creating survey questionnaires, interview guides, and conducting desk reviews of existing documents. The consultant will also facilitate training sessions, support data collection through surveys and interviews, and analyze the data collected to draft comprehensive reports that include recommendations for improving gender equality practices within the institutions. The consultant will work closely with the Lead National Consultant and will report to the Programme Management Specialist, ensuring that the gender audit aligns with the strategic objectives set forth by UN Women and the Ukrainian government.
Duties and Responsibilities: The consultant's responsibilities will include:
Developing the Gender Audit (GA) Methodology, including desk review materials and survey instruments.
Organizing validation sessions with working groups from the Ministry and other institutions.
Participating in expert discussions and technical meetings to provide insights and inputs.
Conducting desk reviews of relevant organizational documents and data.
Facilitating online surveys and key informant interviews, including focus groups and workshops as necessary.
Analyzing primary data collected from various sources and triangulating results.
Drafting the GA report that summarizes findings, best practices, and recommendations.
Organizing validation of the GA report and presenting key findings to stakeholders.
Supporting the development of an Action Plan to address identified gender equality issues. 1
Providing ongoing support to implement gender audit recommendations, including policy updates and training sessions.
Required Qualifications: Candidates must possess an advanced (Master’s) degree or equivalent in fields such as public administration, law, social science, international relations, human rights, or gender studies. Alternatively, a first-level university degree combined with two additional years of relevant experience may be accepted. The consultant should have at least two years of relevant work experience in human rights, gender equality, governance, or related fields, with proven experience in conducting gender assessments and providing advisory support to government institutions. Strong analytical and report writing skills are essential, along with the ability to coordinate activities among various stakeholders.
Educational Background: An advanced (Master’s) degree in public administration, law, social science, international relations, human rights, gender studies, or a related field is required. A first-level university degree may be accepted if accompanied by additional qualifying experience. This educational background is crucial for understanding the complexities of gender issues and the legal frameworks surrounding them.
Experience: The position requires a minimum of two years of relevant work experience after obtaining a Master’s degree. Candidates should have experience in human rights and gender equality, governance, public administration, or related fields. Proven experience in planning and conducting gender assessments, as well as providing technical support to government institutions, is highly desirable. Familiarity with gender-sensitive data and national and international commitments to gender equality in Ukraine is also important.
Languages: Fluency in Ukrainian is mandatory, and a working level of English is required. Proficiency in additional languages may be considered an asset, but the primary focus will be on effective communication in Ukrainian and English to facilitate the consultant's work with local institutions and international stakeholders.
Additional Notes: This is a home-based consultancy position with occasional visits to the Ministry and UN Women offices as needed. The consultant is expected to work using their own computer and will be required to complete mandatory UN Women trainings. The assignment does not anticipate travel, but if necessary, travel arrangements will be made according to UN Women’s policies. The consultant will be expected to adhere to UN Women’s values and competencies, including integrity, professionalism, and respect for diversity.
