Job Overview: The Planning, Monitoring and Evaluation (M&E) Analyst plays a crucial role in defining and tracking results within the framework of Ukraine's Country Programme Document (2025-2029) and the UNFPA Strategic Plan (2026-2029). This position involves facilitating the development of theories of change, monitoring progress against defined targets, and ensuring effective reporting and knowledge management. The Analyst will work closely with the Information Management Specialist and contribute to the overall effectiveness of UNFPA's programs by promoting the use of results information for adaptive management. The role requires a proactive approach to planning, monitoring, and evaluation, ensuring that all activities align with UNFPA's strategic commitments and contribute to achieving the ICPD and SDGs by 2030.
Duties and Responsibilities: The duties and responsibilities of the Planning, M&E Analyst include: A. Results Planning: Facilitate the definition of results and provide technical inputs for developing theories of change for programs and projects. Support the creation of quality M&E frameworks and costed monitoring and evaluation plans. Contribute to the formulation of the United Nations Sustainable Development Cooperation Framework and develop annual and multi-year results plans. B. Monitoring: Provide substantive inputs for monitoring and tracking results against the Country Programme and UNFPA Strategic Plan targets. Conduct annual reviews and midterm evaluations of projects, support field monitoring, and ensure data quality checks. C. Results Reporting: Facilitate the reporting of results to internal and external audiences, collect and analyze data, and develop quality results reports. D. Evaluation: Provide technical support for implementing the UNFPA Evaluation Policy, manage evaluation processes, and promote the use of evaluation findings in decision-making. E. Knowledge Management: Contribute to knowledge management and maintain a culture of results by implementing results-based management principles and supporting capacity development for implementing partners.
Required Qualifications: The position requires a Master's degree (or equivalent) in statistics, economics, health, population demography, or a related social science discipline. Candidates should have at least 2 years of relevant national/international experience in monitoring and reporting, with a strong background in results-based management and evaluation. Experience in the United Nations or other multilateral organizations is highly desirable, along with familiarity with program formulation and implementation, data collection and analysis, and reporting.
Educational Background: Candidates must possess a Master's degree or equivalent in a relevant field such as statistics, economics, health, population demography, or social sciences. This educational background is essential for understanding the complexities of monitoring and evaluation within the context of UNFPA's strategic objectives.
Experience: A minimum of 2 years of relevant experience in monitoring and evaluation, particularly in the context of international development or humanitarian work, is required. Experience with results-based management, evaluation processes, and evidence-based programming is highly valued. Familiarity with UNFPA's transformative areas and previous work in the UN system or similar organizations will be considered an asset.
Languages: Fluency in English and Ukrainian is mandatory for this position. Knowledge of other official UN languages is considered desirable, enhancing the candidate's ability to communicate effectively in a diverse work environment.
