Job Overview:
The Senior Grants Officer plays a crucial role within the HI program in Ukraine, particularly in the context of the ongoing humanitarian response to the crisis triggered by the full-scale invasion of Ukraine by the Russian Federation. This position is responsible for ensuring timely donor reporting, coordinating information sharing with field staff, and supporting proposal writing efforts. The Senior Grants Officer will work closely with various departments, including finance, HR, logistics, and operations, to develop high-quality project proposals and reports that comply with donor regulations. The role also involves capacity building for field staff in reporting and project design, ensuring that the organization maintains high standards in its grant management processes. The Senior Grants Officer will contribute to the overall effectiveness of HI's interventions in health, protection, and armed violence reduction, ensuring that vulnerable populations receive the support they need.

Duties and Responsibilities:
  • Contribute to the quality of project design narratives and reporting: Support the development of quality proposals and concept notes in compliance with donor regulations and internal technical processes. Collaborate with Area Managers, Project Managers, and various departments to coordinate project reporting phases and modification requests. Ensure smooth coordination between project teams for the compilation of narrative report contributions and monitoring of donor contracts. Proofread reports for quality control and compliance with donor requirements. Regularly update grants information on the Customer Relationship Management (CRM) platform.
  • Donor Compliance: Support the team on contractual issues and link with headquarters and partners. Organize Grant Opening and Grant Closing Meetings to ensure coherence in understanding grant design across departments. Maintain regular communication with relevant stakeholders to stay updated on donor rules and regulations. Manage any disputes with donors regarding grants and mobilize HQ units as necessary.
  • Capacity Building: Organize training and support capacity building for field staff and HI partners on program development and reporting. Facilitate knowledge sharing among field staff regarding HI’s program-specific documentation. Regularly visit field offices to work directly with program staff and maintain an understanding of HI’s activities and operational context.
  • Institutional Communication and Donor Relations: Support the development of internal and external communication materials. Propose internal information channels and tools for effective dissemination of information. Assist in analyzing changes in donor strategies and list all funding partners in the country. Support the Technical Head of Programme in organizing field visits and accompany visits when necessary.

Required Qualifications:
The ideal candidate for the Senior Grants Officer position should possess strong strategic analysis skills, confidence in networking and representing the organization for collaboration and fundraising, and a solid understanding of donor relationships and contract analysis. Mastery of financial management of institutional funding is essential, along with excellent narrative report writing and grant management skills. The candidate must be proficient in both spoken and written English, demonstrating empathy and patience in their interactions with colleagues and stakeholders.

Educational Background:
Candidates should have a relevant educational background, typically a degree in international relations, development studies, or a related field. Advanced degrees or specialized training in grant management, project design, or humanitarian assistance may be advantageous.

Experience:
The position requires a significant level of experience in grant management, ideally within the humanitarian or development sector. Candidates should have a proven track record of working with donor agencies and managing complex reporting requirements. Experience in capacity building and training of staff in grant management processes is also highly desirable.

Languages:
Fluency in English is mandatory for this position, both in speaking and writing. Knowledge of additional languages, particularly Ukrainian or Russian, would be considered an asset, enhancing communication with local stakeholders and beneficiaries.

Additional Notes:
This position is offered as a 6-month international contract, starting as soon as possible. The contract includes social coverage adapted to the employee's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2250€ gross per month, depending on experience, with additional benefits including a monthly per diem of 578€ net, hardship pay, and 25 days of paid leave per year.
