Job Overview: The Finance Adviser position is crucial for ensuring adherence to financial and accounting policies and procedures within the organization. The role involves supporting donor and partner reporting processes, conducting financial analyses of various grants, and implementing NRC's financial systems across Country and Area Offices. The Finance Adviser will work closely with the Finance Manager to develop the master budget and perform regular financial analyses to monitor spending against this budget. This position requires a strong understanding of financial management, compliance with both global and national policies, and the ability to identify and address gaps in financial processes. The Finance Adviser will also be responsible for training and mentoring finance and non-finance staff, ensuring that all financial practices adhere to the 'Do no harm' approach, and supporting line managers with budget responsibilities. This role is integral to maintaining strong financial oversight and ensuring the effective utilization of funds across the organization.
Duties and Responsibilities: The Finance Adviser will have a comprehensive set of responsibilities, including but not limited to: implementing NRC's financial systems, routines, and procedures in Country and Area Offices; providing guidance on compliance with NRC policies and procedures; supporting the Finance Manager in developing and monitoring the master budget; ensuring strong grants monitoring and reporting systems are in place; conducting monthly financial reporting across areas; preparing donor financial reports and proposals in accordance with donor requirements; identifying and analyzing key processes and gaps in team activities; supporting the training and capacity building of finance and non-finance teams; addressing finance-related issues in line with the 'Do no harm' approach; and acting as Finance Manager when appointed. The Finance Adviser will also perform any other finance-related tasks as delegated by the Finance Manager.
Required Qualifications: Candidates must possess a minimum of 5 years of relevant financial experience, demonstrating proven expertise in budget management and accounting. They should have experience with budgeting and reporting tools, as well as a background in capacity building for finance and non-financial staff. A strong numerical aptitude and the ability to perform financial modeling are essential, along with solid knowledge and experience with ERP systems. Familiarity with large donors such as KFW, UNHCR, GFFO, ECHO, BHA, Nansen, BMZ, SDC, and FCDO is also required. Candidates must be fluent in both English and Ukrainian, with strong written and verbal communication skills. The ability to work under pressure and meet tight deadlines while maintaining attention to detail and accuracy is crucial.
Educational Background: The ideal candidate should have a relevant degree in finance, accounting, or a related field. Additional certifications in financial management or accounting (such as CPA, ACCA, or equivalent) would be advantageous and demonstrate a commitment to professional development in the finance sector.
Experience: A minimum of 5 years of relevant experience in financial management is required, with a proven track record in budget and monitoring management, as well as accounting. Candidates should have experience working in the humanitarian sector or similar environments, particularly in contexts similar to Ukraine, which will enhance their understanding of the challenges faced in this role.
Languages: Fluency in English and Ukrainian is mandatory for this position, both in written and verbal communication. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions in which NRC operates.
Additional Notes: This position is based in Kyiv, Ukraine, and offers a fixed-term contract until the end of 2026, with the possibility of extension. The role may require travel of up to 10%. The salary is classified as Grade 8 on NRC's grading structure.
