Job Overview: The Grants Officer position is crucial for the management of EpiC Ukraine's contractual agreements, particularly concerning subawards. Reporting to the Grant Manager, the Grants Officer will play a key role in supporting the management of subawardees, ensuring compliance with U.S. Government and FHI 360 policies. This role involves routine communication with subawardees, conducting compliance site visits, and providing ongoing support to enhance their financial and management systems. The Grants Officer will also collaborate closely with operations staff within FHI 360 HQ and the Ukraine country office to ensure adherence to regulations and best practices. The position requires a proactive approach to grant management, with a focus on capacity building and compliance monitoring, making it essential for the successful implementation of the EpiC project in Ukraine.
Duties and Responsibilities: The Grants Officer will be responsible for a comprehensive set of duties including: supporting the Grants Manager in the management and coordination of grant activities; designing and negotiating grant agreements; preparing and administering financial reports; managing documentation; monitoring grant compliance; and closing grant documents. The officer will develop and implement subaward monitoring plans, conduct site visits to ensure compliance with subaward terms, and provide capacity building support to subawardees. Regular reviews of subawardee documentation, including invoices and program reports, will be required. The Grants Officer will assist in budget development for sub-awardees and maintain up-to-date grant records, ensuring all grants are administered in accordance with USG rules and FHI 360 regulations. Additionally, the officer will support coordination activities related to grant execution, financial monitoring, and disbursements, and will prepare modifications to grants as necessary. The role also involves maintaining communication with subawardees to ensure effective implementation of activities.
Required Qualifications: Candidates for the Grants Officer position should possess a Bachelor’s Degree in Finance, Accounting, or Business Administration, with 3-5 years of relevant experience, or a Master’s degree in a similar field with 1-3 years of relevant experience. Professional qualifications such as CPA or ACA are desirable. The ideal candidate will have strong analytical, numerical, and problem-solving skills, familiarity with USG funded projects and grants management policies, and demonstrated expertise in building effective relationships with stakeholders. Knowledge of the Ukrainian public health sector and experience with NGOs and community-based organizations in Ukraine are highly desirable. The candidate should also have the ability to interpret financial information, manage tight deadlines, and work independently with minimal supervision.
Educational Background: The educational background required for this position includes a Bachelor’s Degree in Finance, Accounting, or Business Administration. A Master’s degree in a similar field is also acceptable, particularly for candidates with less experience. Additional professional qualifications such as CPA or ACA are considered advantageous and may enhance a candidate's suitability for the role.
Experience: The position requires candidates to have 3-5 years of relevant experience for those with a Bachelor’s degree, or 1-3 years of experience for those with a Master’s degree. Experience in grants management, particularly with USG funded projects, is essential. Additional Notes: This position is based in Kyiv, Ukraine, and is open to Ukrainian nationals residing in Ukraine or those willing to relocate. The expected hiring salary range for this role is UAH 900,000 - 1,000,000 annually. The role is full-time, and the expected travel requirements are less than 10%.
