Job Overview:
The Associate Director, Deputy Head of Ukraine, GR plays a pivotal role in supporting the Managing Director for Ukraine and Moldova in managing relationships with Ukrainian authorities and overseeing the effective functioning of the Kyiv Resident Office. This position is critical in a complex and high-intensity operating environment, characterized by heightened political sensitivity and the need for accelerated decision-making. The incumbent will be responsible for coordinating the Bank's policy initiatives and ensuring that the office's staff and resources are effectively managed. The role requires a high degree of professional maturity, extensive banking experience, and strong people management capabilities to engage credibly with a wide range of stakeholders, including senior government officials and international partners. The Associate Director will also be involved in strategic leadership, stakeholder engagement, operational management, and team development, ensuring that the Bank's objectives are met while fostering a collaborative and high-performing work environment.

Duties and Responsibilities:
  • Strategic Leadership and Oversight: Support the Managing Director in implementing annual business targets and policy priorities, ensuring alignment with the Bank's mandate and Ukraine's reform agenda. Jointly responsible for the delivery of the Ukraine Score Card and related performance objectives. Provide strategic oversight for the origination and execution of policy initiatives and technical cooperation programs.
  • Stakeholder Engagement & Representation: Represent the Bank in high-level relationships with government stakeholders and the international community, ensuring strong visibility and credibility. Coordinate the Bank's responses to national policy developments and engage with business associations, civil society, and the media.
  • Operational Management: Oversee the effective functioning of the Resident Office, including staff management, budget oversight, and operational matters, especially during heightened security" style="border-bottom: 1px dotted #007bff !important;">security risks.
  • Team Leadership & Development: Foster a cohesive and high-performing team, promoting professional development and knowledge sharing. Oversee recruitment, onboarding, and performance management for the Resident Office, ensuring talent retention and succession planning.

Required Qualifications:
The ideal candidate will possess a strong understanding of Ukraine's political, economic, and regulatory environment, with proven experience managing senior-level relationships in a politically sensitive context. A sound knowledge of the EBRD's operational policies and governance standards is essential, along with a strong transactional and operational banking background in emerging markets. Excellent judgement, communication, and negotiation skills are required, as well as the ability to manage multiple priorities effectively under pressure. The candidate should demonstrate leadership and influencing skills, fostering collaboration across teams and organizational units, and uphold the Bank's values and behavioural competencies with high standards of integrity and professionalism.

Educational Background:
A Bachelor's degree in economics, finance, business administration, international relations, or a related discipline is required. A postgraduate degree is considered an advantage. The candidate should have substantial professional experience in international or national economic development and/or banking, particularly in complex operating environments and public sector engagement, including experience in Ukraine or comparable contexts.

Experience:
Candidates should have demonstrated experience working with senior government counterparts and a broad range of institutional stakeholders in a country management or senior operational role. Practical experience in overseeing operational risk, compliance, and administrative processes within an international organization or comparable institution is essential. Experience in leading and managing teams in a matrix or multi-disciplinary environment is also required.

Languages:
Fluency in English and Ukrainian is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an advantage, enhancing the candidate's ability to engage with diverse stakeholders effectively.
