Job Overview: The consultancy position aims to provide analytical and technical support to the WHO Ukraine Health Financing Unit. The consultant will play a crucial role in strengthening governance and prioritization of capital investments in the health sector. This involves developing analytical frameworks, indicators, and conducting data analysis to support the Capital Investment Management System and the Health Sector Investment Prioritization Tool in collaboration with the Ministry of Health of Ukraine. The consultant's work will contribute to evidence-based planning and prioritization of investments in health infrastructure, equipment, and service capacity, aligning with national health system priorities. Given the ongoing transformation of Ukraine's health system due to the recent conflict, this role is vital in ensuring that health investments are effectively coordinated and transparent, addressing the needs of the population amidst limited resources and reconstruction efforts.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks under the supervision of the WHO Health Financing Technical Officer. Key duties include conducting desk reviews of relevant policies and strategies, collecting and analyzing datasets related to health system performance, and supporting the development of analytical frameworks and indicators. The consultant will prepare technical documentation and analytical summaries to facilitate policy dialogue and decision-making. Participation in technical meetings with WHO, national stakeholders, and development partners is also expected. Specific deliverables include providing technical inputs for the development of analytical indicators, conducting data analysis to support the prioritization framework, and contributing to the governance processes for health sector capital investment planning.
Required Qualifications: Candidates must possess strong analytical and quantitative skills, with the ability to interpret datasets and translate findings into actionable insights. Essential qualifications include a Bachelor’s degree in economics, public health, health policy, public administration, data science, or a related field. Strong written communication skills in both English and Ukrainian are required, along with the ability to work collaboratively in a team environment and meet tight deadlines. Desirable qualifications include experience with health system data and analytical frameworks, as well as familiarity with Ukraine’s health system and ongoing reforms.
Educational Background: A Bachelor’s degree in a relevant field such as economics, public health, health policy, public administration, or data science is essential for this position. This educational background provides the necessary foundation for understanding health systems and the analytical skills required for the consultancy role.
Experience: Candidates should have at least two years of relevant professional experience at the national level in areas such as health systems analysis, health policy, health economics, or capital investments. Experience working with health system data, indicators, or analytical frameworks is highly desirable. Additionally, familiarity with the Ministry of Health of Ukraine or international organizations will be an advantage.
Languages: Expert knowledge of English and Ukrainian is mandatory for this position. Proficiency in these languages is essential for effective communication and collaboration with stakeholders and for the preparation of technical documentation and reports.
