Job Overview:
The coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator plays a crucial role within the Programme Unit of NRC Ukraine, specifically under the Programme Support Unit function. This position is responsible for establishing and implementing systems and standards that promote evidence-based decision-making and effective tracking of program and project performance. The MEAL Coordinator will coordinate and adapt NRC’s Monitoring, Evidence, Accountability, and Learning systems at the Country Office level and facilitate their implementation at the Area Office level. The role involves ensuring that MEAL systems, plans, tools, and procedures are effectively implemented, providing technical supervision, capacity building, and guidance to MEAL staff and program teams. The MEAL Coordinator will contribute to quality programming by supporting access to relevant and timely information regarding program scale, relevance, and effectiveness. This position serves as a bridge between strategic MEAL frameworks set at the Country Office level and their practical application across projects, ensuring that evidence informs program decision-making, learning, and adaptation. The MEAL Coordinator will report directly to the MEAL manager at the country office and work closely with area-level MEAL teams to harmonize MEAL plans, systems, and processes as necessary.

Duties and Responsibilities:
The MEAL Coordinator has a wide range of duties and responsibilities, including compliance with NRC policies and specific responsibilities for NRC MEAL functions. They will support the development, revision, and implementation of MEAL systems, including Standard Operating Procedures (SOPs), guidance, and work plans in alignment with the global NRC MEAL framework. The coordinator will participate in design" style="border-bottom: 1px dotted #007bff !important;">program design and proposal discussions, providing technical support and cooperating with area MEAL and program teams in planning and executing MEAL activities. They will ensure high-quality reporting in NRC’s Global Output and Outcome Reporting System (GORS) and contribute to organizational learning through analysis, lessons learned discussions, and reports. The MEAL Coordinator will also be responsible for capacity building and training of program and MEAL support staff on NRC MEAL systems and processes. Specific responsibilities include supporting CC leads in developing monitoring tools and methodologies, leading the documentation of MEAL reports, supporting partner organizations in understanding MEAL requirements, facilitating third-party monitoring requests, and ensuring data quality assurance across project monitoring and reporting processes.

Required Qualifications:
The position requires at least 3 years of experience in an international NGO, preferably in an emergency or post-conflict setting, with a focus on MEAL capacity and systems development. Candidates should have demonstrated experience with monitoring and evaluation principles and current approaches in emergency and development programs, utilizing both quantitative and qualitative methods. A strong understanding of MEAL principles, data analysis, and communication of findings is essential. The candidate should also have experience in facilitating capacity-building efforts and transferring knowledge to diverse audiences through training and mentoring. High-level English language proficiency is required, along with strong analytic and computer skills, including proficiency in MS Office and experience with data analysis tools such as KoBo/ODK, SPSS, STATA, Power BI, or GIS.

Educational Background:
Candidates should possess higher education, preferably in social sciences, statistics, research, international development, economics, or related fields. A strong educational background in these areas will provide the necessary foundation for understanding the complexities of monitoring and evaluation in humanitarian contexts.

Experience:
The MEAL Coordinator should have a minimum of 3 years of relevant experience in an international NGO, particularly in emergency or post-conflict settings. This experience should include a focus on MEAL capacity and systems development, as well as practical experience in monitoring and evaluation methodologies.

Languages:
High-level proficiency in English is mandatory. Knowledge of the Ukrainian language is highly preferred, as it will facilitate communication and collaboration within the local context. Familiarity with other languages may be considered an asset, depending on the specific needs of the organization and the communities served.

Additional Notes:
This position is full-time and based in Kyiv, Ukraine. The role may involve some travel to area offices as necessary. The MEAL Coordinator will be expected to work collaboratively with various teams and departments, promoting smooth collaboration and ensuring that MEAL systems are effectively integrated into program operations.
