Job Overview:
As the Director of Finance and Operations, you will play a pivotal role in managing the operational backbone of the organization. This position is not limited to overseeing budgets and logistics; it encompasses the strategic architecture that supports all programs. You will be responsible for integrating finance and operations strategies into the overall Country Office strategy, ensuring that the organization can deliver its programs efficiently and effectively. Your leadership will be crucial in building a high-performing operations team that is responsive to the needs of the programs, which are designed to save and transform lives. You will also serve as the deputy to the Country Director, acting as a vital link between ambitious programming and operational excellence, thereby shaping the organizational strategy at a senior management level.

Duties and Responsibilities:
  • Strategic & Operational Leadership: Set the strategic direction for all operational functions, including procurement, logistics, administration, ICT, security" style="border-bottom: 1px dotted #007bff !important;">security, and field office operations. Integrate finance and operations strategies into the Country Office strategy, ensuring optimal staffing structures and management systems. Lead business process improvements to enhance efficiency, effectiveness, and value for money. Strengthen collaboration across Programs, Finance, Operations, and People & Culture to enable seamless program delivery. Build, mentor, and inspire high-performing, accountable, and values-driven teams.
  • Grants & Financial Management: Oversee award management systems and financial operations, ensuring full compliance with CARE and donor regulations. Ensure accurate financial reporting, strong internal controls, and effective treasury, general ledger, and accounting functions. Foster strong partnerships between finance, programs, and support functions. Lead audit preparedness and ensure timely implementation of audit recommendations.
  • Policy, Systems & Compliance: Develop, review, and implement operational policies and procedures aligned with national legal frameworks and donor requirements. Strengthen supply chain performance and ensure compliance with procurement policies and transformation initiatives. Provide in-house legal coordination with CARE USA and regional structures. Support emergency scale-up and ensure field offices are efficiently established and compliant.
  • Planning, Budgeting, Risk & Security: Lead operational budgeting processes and monitor expenditure against plans. Develop and manage operational risk analysis and provide strategic recommendations to the Senior Management Team (SMT). Oversee safety and security systems, ensuring staff and operations are protected in complex environments. Ensure administrative policies are fit for emergency contexts and aligned with global guidance.

Required Qualifications:
The ideal candidate should possess a strong background in finance and operations management, with a proven track record in a leadership role within a humanitarian or development context. They should have experience in strategic planning, financial management, and operational oversight. Familiarity with donor compliance and regulations is essential, as well as the ability to build and maintain effective partnerships across various functions. Strong analytical and problem-solving skills are required, along with excellent communication and interpersonal abilities to lead and inspire teams.

Educational Background:
A bachelor's degree in finance, business administration, or a related field is required. A master's degree or equivalent qualification in a relevant discipline is preferred. Professional certifications in finance or project management would be advantageous and demonstrate a commitment to professional development in the field.

Experience:
Candidates should have at least 7-10 years of experience in finance and operations management, preferably in a humanitarian or international development setting. Experience in a senior leadership role is essential, with a demonstrated ability to manage complex operations and lead diverse teams. Familiarity with emergency response operations and the ability to work in challenging environments is highly desirable.

Languages:
Fluency in English is mandatory, as all applications must be submitted in English. Knowledge of French or other local languages would be considered an asset, enhancing communication with local stakeholders and team members.
