Job Overview:
The Senior Technical Officer, Strategic Information (SI) will play a crucial role in the implementation, monitoring, and continuous improvement of Strategic Information activities under the EpiC project. This position focuses on enhancing Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS), Maternal, Newborn and Child Health (MNCH), and Nutrition initiatives at both national and state levels in Nigeria. The officer will be responsible for designing and strengthening routine and program data systems to assess program performance, ensuring data quality, and promoting the systematic use of data for informed decision-making. The role requires translating data into actionable insights to improve program implementation and optimize strategies, while also providing timely feedback to the Government of Nigeria and donors. Additionally, the Senior Technical Officer will contribute to the design and oversight of complex analytical studies aimed at assessing program effectiveness and health system performance, utilizing advanced biostatistical and epidemiologic techniques to derive valid conclusions that inform policy and planning.

Duties and Responsibilities:
The Senior Technical Officer will support strategic and technical direction for the design, planning, implementation, and capacity strengthening of Strategic Information (SI), Monitoring & Evaluation (M&E), and data-use activities. Key responsibilities include developing scientifically robust analytical and evaluation protocols, providing technical input on sampling theory and analytical methodologies, and collaborating with multidisciplinary teams to guide complex analytical activities. The officer will conduct qualitative and quantitative data management and analysis, perform advanced statistical analyses using software such as SAS, Stata, or R, and ensure the validity and reliability of findings through systematic validation processes. Additionally, the officer will contribute to the preparation of high-quality technical reports and dissemination materials, incorporating appropriate statistical interpretation and data visualization.

Required Qualifications:
Candidates must possess a Doctorate or Master’s Degree in Public Health, Biostatistics, Basic Medical Sciences, Medicine, or a related field. A minimum of 6 years of relevant experience in analytical inquiry, evaluation science, or applied epidemiological analysis within public health or health systems contexts is required. Experience in conducting intermediate to advanced statistical analyses and familiarity with Nigeria’s public health sector systems are essential. Strong expertise in Strategic Information/Monitoring and Evaluation for large-scale projects, particularly those funded by the U.S. Department of State, is highly desirable. Candidates should also demonstrate excellent written and oral communication skills, with the ability to translate complex statistical findings into clear reports and presentations.

Educational Background:
The position requires a Doctorate or Master’s Degree or its international equivalent in a relevant field such as Public Health, Biostatistics, Basic Medical Sciences, or Medicine. This educational background is essential for understanding the complexities of health systems and the analytical methods necessary for effective program evaluation and implementation.

Experience:
The ideal candidate should have at least 6 years of relevant experience in analytical inquiry, evaluation science, or applied epidemiological analysis within public health contexts. Experience with statistical analysis programs such as SAS, Stata, or R is crucial, as is familiarity with national and state-level monitoring and evaluation systems supporting Global Health Initiatives. Prior experience working with NGOs and knowledge of Nigeria’s health sector will be advantageous.

Languages:
Proficiency in English is mandatory, as the role requires excellent communication skills for reporting and presentations. Knowledge of local languages may be beneficial but is not explicitly required.
