Job Posting Organization:
The position is located within the Common Administrative Platform at United Nations Headquarters, known as the One Executive Office (One EO), under the Division of Administration in the Department of Operational Support (DOS). One EO began its transition phase on January 1, 2026, as part of the UN80 reform initiative, which aims to consolidate common administrative functions across Secretariat entities into unified service platforms. The organization provides a comprehensive range of administrative and operational services required by New York-based Secretariat client entities to fulfill their mandates, including human resources management, financial administration, travel, and general administrative support. The specific desk for this position provides administrative and operational support to the United Nations Development Coordination Office and the Resident Coordinator System, reporting to the Chief of the desk and working under the overall guidance of the Director of Administration.

Job Overview:
The Human Resources Officer will play a crucial role in strategic human resources management within One EO. The incumbent will contribute to the planning and delivery of the Human Resources work programme, ensuring consistent application of rules and regulations while meeting the priorities, timelines, and outputs of One EO. This position requires providing authoritative HR advice to senior managers and supervisors on the interpretation and application of Staff Rules and Regulations, HR policies, and administrative issuances. The officer will also build positive engagement and partnerships with the Client Entity (RC System) and other HR partners across the organization, identifying gaps, risks, and improvement opportunities in HR service delivery. The role involves monitoring and evaluating the effective implementation of delegated HR authorities and providing expert advice on performance management and conduct-related matters, ensuring compliance with established processes and addressing performance-related concerns. Additionally, the officer will advise on staff administration matters, including contract management, payroll, benefits, and entitlements, while ensuring consistent implementation of HR policies and practices.

Duties and Responsibilities:
The Human Resources Officer will be responsible for a variety of duties, including:
  • Contributing to the planning and delivery of the Human Resources work programme within One EO.
  • Providing authoritative HR advice to senior managers and supervisors on Staff Rules and Regulations, HR policies, and administrative issuances.
  • Building positive engagement and partnerships with the Client Entity (RC System) and other HR partners.
  • Identifying gaps, risks, and improvement opportunities in HR service delivery and proposing solutions.
  • Monitoring and evaluating the effective implementation of delegated HR authorities.
  • Providing expert advice and support on performance management and conduct-related matters.
  • Advising managers and staff on staff administration matters, including contract management and payroll.
  • Ensuring consistent implementation of HR policies and practices.
  • Developing and maintaining HR standard operating procedures. 1
  • Acting as a focal point for staff onboarding and induction processes.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in human resources management, business administration, public administration, social sciences, education, law, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a minimum of seven years of progressively responsible professional experience in human resources management, administration, or a related field, particularly in complex organizations with multi-stakeholder environments. Proven experience providing authoritative HR advice to senior managers and managing staffing and HR administration using enterprise HR platforms is also required.

Educational Background:
An advanced university degree (Master's degree or equivalent) in human resources management, business administration, public administration, social sciences, education, law, or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Experience:
Candidates must have a minimum of seven years of progressively responsible professional experience in human resources management, administration, or a related field. This experience should be within a complex organization with multi-stakeholder environments. Proven experience in providing authoritative HR advice to senior managers on the application and interpretation of staff rules, regulations, and HR policies is essential. Experience managing staffing and HR administration using enterprise HR platforms, generating HR analytics, and applying internal controls is also required. Furthermore, experience supporting global and decentralized operations is necessary, along with a proven track record in a high-volume HR environment where accuracy and discretion are critical.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, but there are no additional desirable languages specified for this job opening.
