The Group of Experts on the DRC was established pursuant to security" style="border-bottom: 1px dotted #007bff !important;">Security Council resolution 1533 (2004). This group consists of six experts who possess substantial knowledge, experience, and skills in areas pertinent to the enforcement of the sanctions regime. The Group operates under the direction of the Security Council Committee established by the same resolution and is responsible for monitoring and reporting on sanctions violations. The Group's mandate can be renewed or terminated by the Security Council, and it functions under the guidance of the Security Council Subsidiary Organs Branch of the Security Council Affairs Division of the Department of Political and Peacebuilding Affairs. The Group's work is facilitated by a Coordinator who is also an expert within the Group. Job Overview:
The Arms Expert will play a crucial role within the Group of Experts, focusing on the monitoring and investigation of sanctions measures related to the Democratic Republic of the Congo (DRC). This position requires a deep understanding of the sanctions regime and the ability to contribute to the preparation of comprehensive reports that detail findings and recommendations based on investigations and country visits. The Expert will be expected to engage in extensive research, compile information on potential sanctions violations, and prepare briefings for the Security Council. The role demands a high level of professionalism and the ability to work independently while adhering to the United Nations' standards and regulations. The Expert will also be responsible for maintaining effective communication with various stakeholders, including government authorities and civil society organizations, to gather relevant information and insights.

Duties and Responsibilities:
The Arms Expert will have a wide range of responsibilities, including but not limited to: contributing to the monitoring of sanctions measures and investigating alleged violations; participating in investigations and preparing detailed reports for the Security Council; compiling information on individuals and entities involved in sanctions violations; preparing and delivering briefings on the sanctions regime; monitoring media for relevant issues; assisting in identifying areas for capacity building among States; ensuring that reports adhere to high standards of evidence; providing due process to entities and individuals during investigations; and submitting an End of Assignment Report at the conclusion of the mandate. Additionally, the Expert will be involved in planning the Group's work program, participating in investigative missions, and managing correspondence related to their responsibilities.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in military science, political science, international relations, law, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Furthermore, a minimum of ten years of progressively responsible experience in a relevant area is required, including at least three years of field experience. Candidates should have significant field experience in post-conflict or transitional situations, strong investigative skills, and experience in writing high-quality reports. Proven interpersonal skills in complex political environments are essential, along with a demonstrated understanding of sanctions regimes.

Educational Background:
The position requires an advanced university degree (Master's degree or equivalent) in a relevant field such as military science, political science, international relations, law, or journalism. In cases where candidates hold a first-level university degree, they must also have two additional years of qualifying experience to be considered equivalent to the advanced degree. This educational background is crucial for understanding the complexities of sanctions and international relations, particularly in the context of the DRC.

Experience:
Candidates must have a minimum of ten years of progressively responsible experience in areas related to the position, with at least three years of field experience. This experience should include significant involvement in post-conflict or transitional situations, showcasing strong field research or investigative capabilities. Additionally, experience in writing high-quality reports is essential, as well as proven interpersonal skills in complex political environments. A demonstrated understanding of sanctions regimes within the context of the United Nations or similar organizations is highly desirable.

Languages:
Fluency in both English and French is required for this position. Knowledge of additional languages such as Swahili and/or Lingala is considered an advantage, as it may facilitate communication and understanding in the context of the DRC and its surrounding regions.

Additional Notes:
The position is home-based with an expected duration of 12 months. All experts will be required to engage in frequent regional and international travel, which will be conducted in Economy Class according to United Nations administrative instructions.
