Job Posting Organization:
The job posting organization is the United Nations Statistics Division (UNSD), which is part of the United Nations. The UNSD is dedicated to promoting the use of statistics in policy-making and ensuring that data is available for informed decision-making. The organization works globally, collaborating with various countries and international organizations to enhance the quality and availability of statistical data. UNSD's mission includes supporting countries in their efforts to produce reliable and timely statistics, particularly in areas such as climate change, gender statistics, and sustainable development. The UNSD has been operational for several decades and employs a diverse team of experts in various fields, contributing to its mission across multiple countries.

Job Overview:
The consultant will play a crucial role in developing a concise pilot list of core gender-sensitive climate change indicators in close consultation with the United Nations Statistics Division (UNSD) and the United Nations Environment Programme (UNEP). This position is vital for addressing the gender perspective in climate change statistics, which has been recognized as a priority by various UN bodies. The consultant will be responsible for producing methodological guidance, facilitating a review process to ensure the technical quality and usability of the indicators, and supporting capacity-building activities in pilot countries. The work will involve reviewing existing documentation, identifying potential indicators, proposing selection criteria, and drafting guidance for each indicator. The consultant will also engage in structured consultations with stakeholders to validate the proposed indicators and guidance, ensuring that they meet the needs of the countries involved. This position requires a deep understanding of the intersection between gender and climate change, as well as the ability to communicate complex statistical concepts effectively.

Duties and Responsibilities:
The consultant will undertake a variety of tasks under the supervision of the Chief of the Social and Gender Statistics Section of UNSD. These tasks include reviewing relevant documentation and inputs, developing an inception note and workplan, identifying potential indicators and organizing them into a coherent structure, proposing selection criteria for core indicators, and developing a concise pilot list of indicators. Additionally, the consultant will draft methodological guidance for each indicator, develop a standardized metadata template, conduct structured consultations with stakeholders, facilitate capacity-building activities, revise the pilot list based on feedback, and prepare a final draft publication that includes the pilot list and methodological guidance. The consultant will also prepare presentation materials for internal briefings and expert meetings, ensuring that the proposed indicators and guidance are effectively communicated to relevant audiences.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in statistics, gender studies, environmental sciences, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. A minimum of 7 years of progressively responsible experience in writing reports and/or research papers on statistics as an expert in the field is required. Additionally, experience in gender and/or environment statistics is essential, along with a background in working with governments, non-government organizations, or international organizations, which is considered desirable.

Educational Background:
The educational background required for this position includes an advanced university degree in a relevant field such as statistics, gender studies, or environmental sciences. Candidates with a first-level university degree may be considered if they have additional qualifying work experience. This educational foundation is crucial for understanding the complexities of gender-sensitive climate change indicators and for effectively contributing to the development of methodologies and guidance in this area.

Experience:
The position requires a minimum of 7 years of progressively responsible experience in the field of statistics, particularly in writing reports and research papers. Candidates should have a strong background in gender and/or environment statistics, demonstrating their expertise in these areas. Experience working with various stakeholders, including governments and international organizations, is also important, as the consultant will need to engage with diverse groups to validate and refine the proposed indicators and guidance.

Languages:
Fluency in spoken and written English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also beneficial, as it is another working language of the UN. Familiarity with additional UN languages is desirable, as it may enhance communication with a broader range of stakeholders and facilitate collaboration in international contexts.

Additional Notes:
The position is remote and expected to last up to 7 months. There are no fees associated with the recruitment process, as the United Nations does not charge applicants at any stage. This position is part of a broader initiative to enhance the understanding of gender perspectives in climate change statistics, which is critical for informed policy development and addressing social inequalities in the context of climate change.
