Job Overview:
The position of National Consultant for Infrastructure Asset Management is crucial for the successful implementation of infrastructure asset management activities in Senegal. The consultant will work closely with government officials, stakeholders, and FSDO staff to ensure that the project 'Localizing the SDGs through more resilient, inclusive, and sustainable infrastructure (Phase 2)' is executed effectively. This role involves providing tailored technical assistance and substantive support to project implementation, focusing on institutionalizing infrastructure asset management practices and strengthening policy frameworks for sustainable development. The consultant will be responsible for designing and implementing workshops, conducting diagnostic missions, and preparing asset management profiles for local governments, thereby contributing to the overall goal of enhancing resilience and sustainability of infrastructure systems in Senegal.

Duties and Responsibilities:
The National Consultant will undertake several key responsibilities under the supervision of the Senior Economic Affairs Officer. These include:
  • Designing and co-implementing an online awareness-raising workshop on infrastructure asset management, focusing on resilient IAM approaches and relevant tools.
  • Liaising with national authorities to confirm participating local governments and developing an implementation schedule and stakeholder engagement plan.
  • Conducting diagnostic missions to local governments, applying the UN IAM diagnostic tool, and guiding staff in identifying current practices and gaps in infrastructure asset management.
  • Analyzing findings and preparing customized Asset Management Profiles for each local government.
  • Providing substantive input for the preparation of training content based on the Asset Management Profiles and co-facilitating in-person workshops that contextualize IAM principles within national frameworks.
  • Engaging in discussions, Q&A sessions, and practical exercises to enhance understanding and application of asset management concepts among participants.

Required Qualifications:
The position requires an advanced degree in engineering, business, project management, public administration, urban planning, economics, or a related field. Additionally, a minimum of 5 years of progressively responsible experience in infrastructure, infrastructure asset management, or urban development is required. The candidate must demonstrate expertise in areas such as asset inventories, lifecycle planning, service delivery, public sector investment planning, or institutional capacity development. Knowledge of Senegalese public sector and infrastructure systems is essential, while familiarity with the Sustainable Development Goals (SDGs) and UN IAM tools is desirable. Familiarity with global asset management standards and geographic information systems (GIS) is also a plus.

Educational Background:
Candidates must possess an advanced degree in a relevant field such as engineering, business, project management, public administration, urban planning, or economics. This educational background is critical for understanding the complexities of infrastructure asset management and the sustainable development goals that the project aims to achieve.

Experience:
The position requires a minimum of 5 years of progressively responsible experience in the fields of infrastructure, infrastructure asset management, or urban development. This experience should include demonstrated expertise in asset inventories, lifecycle planning, service delivery, public sector investment planning, or institutional capacity development. Candidates should have a proven track record of working with public sector entities and understanding the dynamics of infrastructure systems in Senegal.

Languages:
Excellent oral and written communication skills in both English and French are mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful implementation of project activities. Additional language skills may be considered an asset but are not required.

The consultant must reside in and/or have the right to work in Senegal. The position is home-based and expected to last for 11 months.
