Job Posting Organization:
The Group of Experts on the DRC was established pursuant to security" style="border-bottom: 1px dotted #007bff !important;">Security Council resolution 1533 (2004). This group consists of six experts who possess substantial knowledge, experience, and skills in areas pertinent to the enforcement of the sanctions regime. The Group operates under the direction of the Security Council Committee established by the same resolution and is responsible for monitoring sanctions measures and investigating alleged violations. The Group's mandate can be renewed or terminated by the Security Council, and it acts under the guidance of the Security Council Subsidiary Organs Branch of the Security Council Affairs Division of the Department of Political and Peacebuilding Affairs. The work of the Group is facilitated by a Coordinator who is also an expert on the Group. The Group's mission is to ensure compliance with the sanctions regime and to provide recommendations for improved implementation based on their findings and investigations. Job Overview:
The Armed Groups Expert will play a crucial role in monitoring and investigating sanctions measures related to the Democratic Republic of the Congo (DRC). This position requires a deep understanding of the sanctions regime and the ability to conduct thorough investigations into alleged violations. The expert will be responsible for preparing detailed reports, including midterm and final reports, which will be submitted to the Security Council. These reports will require a high standard of evidence and rigorous methodology. The expert will also be expected to participate in investigative missions, engage with various stakeholders, and contribute to the preparation of recommendations for improved sanctions implementation. The role demands strong analytical skills, the ability to synthesize complex information, and the capacity to work independently while adhering to the United Nations' rules and regulations. The expert will also need to monitor media and social media for relevant information and assist in identifying areas where the capacities of States can be enhanced to better implement the sanctions regime.

Duties and Responsibilities:
The Armed Groups Expert will have a wide range of responsibilities, including but not limited to: contributing to the monitoring of sanctions measures and investigating alleged violations; participating in investigations and preparing detailed reports for the Security Council; compiling information on individuals and entities involved in sanctions violations; preparing and delivering briefings and presentations; monitoring media for relevant issues; assisting in identifying areas for capacity strengthening; ensuring due process for Member States and individuals during investigations; contributing to the preparation of the Group's work program; participating in investigative missions and consultations; drafting correspondence; collating and assessing information; classifying and archiving materials; and submitting an End of Assignment Report at the end of the mandate. The expert must also abide by the United Nations' rules and regulations and ensure compliance with safety and security policies.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) in military science, political science, international relations, law, journalism, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of ten years of progressively responsible experience in the relevant area is required, including at least three years of field experience. Significant field experience in post-conflict or transitional situations is essential, along with strong field research or investigative experience. Candidates must demonstrate proven interpersonal skills in complex political environments and a solid understanding of sanctions regimes within the context of the United Nations or regional organizations. Experience working under the United Nations' rules and regulations is highly desirable.

Educational Background:
The position requires an advanced university degree (Master's degree or equivalent) in military science, political science, international relations, law, journalism, or a related field. A first-level university degree may be accepted in combination with additional qualifying experience. This educational background is crucial for understanding the complexities of sanctions regimes and the political landscape of the DRC.

Experience:
Candidates must have a minimum of ten years of progressively responsible experience in relevant fields, including at least three years of field experience. This experience should encompass significant field research or investigative work, particularly in post-conflict or transitional situations. The ability to write high-quality reports and navigate complex political environments is essential for success in this role.

Languages:
Fluency in English and French is required for this position. Knowledge of Swahili and/or Lingala is considered an advantage, as it may facilitate communication and understanding in the context of the DRC and its surrounding regions.

Additional Notes:
The position is home-based with an expected duration of 12 months. All experts will engage in frequent regional and international travel, which will be conducted in Economy Class according to United Nations administrative instructions.
