Job Description
Job Posting Organization:
UNICEF, established in 1946, is a United Nations agency dedicated to promoting the rights and well-being of every child. With a mission to translate commitments into practical action, UNICEF operates in over 150 countries, focusing on the most disadvantaged children. In the Pacific region, UNICEF works across 14 island nations, including Kiribati, to address critical issues affecting children and youth, particularly in fragile contexts. The organization employs thousands of staff worldwide, collaborating with various partners to implement programs that improve health, education, and protection for children.

Job Overview:
The Construction Officer position at UNICEF is crucial for ensuring quality assurance and compliance in WASH (Water, Sanitation, and Hygiene) construction projects in Kiribati. The role involves supporting the Construction Engineer and WASH Specialist in overseeing multiple construction sites, particularly in Teraina and Tabuaeran, where significant sanitation projects are underway. The officer will be responsible for project supervision, coordination, and providing technical assistance to ensure that construction works meet national standards and are climate-resilient. This position requires a deep understanding of civil engineering principles and the unique challenges faced in the Pacific context, including geographic isolation and climate change impacts. The Construction Officer will also play a vital role in developing innovative construction designs and maintaining a repository of best practices, thereby contributing to the overall mission of improving child well-being in the region.

Duties and Responsibilities:
The Construction Officer will undertake a variety of responsibilities, including:
  • Project supervision and coordination: Collaborate with UNICEF and government counterparts to manage construction projects, providing technical assistance in project proposals and planning.
  • Quality assurance: Regularly monitor project quality and progress, addressing any technical issues that arise.
  • Documentation preparation: Create scopes of work, ensuring compliance with UNICEF and government standards, and review construction documentation for clarity and completeness.
  • Monitoring and contract implementation: Organize kick-off meetings, conduct site visits, and track construction progress against milestones.
  • Contract management: Support the UNICEF Contract Administrator in managing contracts, including amendments and variations, and ensure all documentation is accurate and archived.
  • Handover and acceptance: Participate in the final acceptance of works, ensuring all defects are corrected and preparing completion reports.

Required Qualifications:
Candidates for the Construction Officer position must possess a strong background in civil engineering or a related field, with a focus on construction management and quality assurance. They should have a thorough understanding of national construction standards and climate-resilient infrastructure. Additionally, candidates must demonstrate excellent project management skills, the ability to work independently, and a commitment to UNICEF's mission and values. Strong interpersonal skills and the ability to liaise effectively with various stakeholders are essential, as is a proactive approach to problem-solving and decision-making.

Educational Background:
A bachelor's degree in civil engineering, construction management, or a related field is required for this position. Advanced degrees or certifications in project management or related disciplines are advantageous and may enhance a candidate's qualifications.

Experience:
The ideal candidate should have a minimum of 5 years of relevant experience in construction project management, particularly in WASH-related projects. Experience working in fragile or remote contexts, especially in the Pacific region, is highly desirable. Familiarity with UNICEF's procedures and standards, as well as experience in quality assurance and contract management, will be beneficial.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within UNICEF and with stakeholders. Knowledge of local languages spoken in Kiribati or other Pacific island nations is considered an asset and may facilitate better communication with local communities.

Additional Notes:
This position is based in Kiribati, specifically in Kiritimati, and may involve travel to various construction sites across the region. The living conditions in Kiritimati are challenging, with limited infrastructure and access to essential goods. Candidates should be prepared for a unique living experience that includes a close-knit community and a warm, humid climate. The role is full-time, and while the deadline for applications is not specified, interested candidates are encouraged to apply as soon as possible.
