Job Overview:
The Senior Social Protection Governance Advisor position is a critical role within the UNDP's Social Protection Policy Support (SPPS) Programme in Bangladesh. This role is designed to enhance governance in social protection systems and improve aid effectiveness in collaboration with the Government of Bangladesh and the Department of Foreign Affairs and Trade (DFAT) of Australia. The advisor will engage in comprehensive reviews of national social protection programs, identifying strengths and weaknesses at the grassroots level. The position requires coordination with various stakeholders to ensure efficient data collection and the design of future social protection interventions. The advisor will also be responsible for developing user-friendly monitoring and evaluation systems, documenting national dialogues, and creating policy briefs on key issues related to social insurance and programming for migrant workers. The overarching goal is to support the government in implementing the National Social security" style="border-bottom: 1px dotted #007bff !important;">Security Strategy (NSSS) effectively, ensuring that economic growth is inclusive and reaches vulnerable populations.

Duties and Responsibilities:
The duties and responsibilities of the Senior Social Protection Governance Advisor include: attending social protection dialogues, seminars, and symposiums to identify gaps in existing policies; interacting with local public officials to pinpoint areas for improvement in program implementation; participating in consultative dialogues and group exercises to review the National Social Insurance System (NSIS) implementation roadmap; developing proposals for the institutionalization of NSIS in Bangladesh; engaging with key ministries to ensure the inclusion of Management Information System (MIS) data in monitoring and evaluation dashboards; compiling and submitting reports on outcomes from social protection conferences; assessing existing digital infrastructures related to social protection; monitoring field-based social protection programs; and submitting progress reports on the work conducted. The advisor will work collaboratively with various stakeholders to design a cost-effective social programming framework that aligns with the government's Annual Development Programme.

Required Qualifications:
Candidates for the Senior Social Protection Governance Advisor position must possess a strong background in social protection governance, public policy, or a related field. They should have proven experience in working with government institutions, particularly in the context of social security systems. Strong analytical skills and the ability to engage with diverse stakeholders are essential. The ideal candidate should also demonstrate a commitment to inclusive development and have a thorough understanding of the socio-economic context of Bangladesh. Familiarity with monitoring and evaluation frameworks, as well as experience in conducting research and data analysis, will be highly advantageous.

Educational Background:
A master's degree in social sciences, public policy, international development, or a related field is required for this position. Candidates with a Ph.D. or equivalent advanced degree will be given preference. Relevant certifications in social protection, governance, or public administration may also be beneficial.

Experience:
The position requires a minimum of 5-7 years of relevant professional experience in social protection governance, public policy analysis, or related fields. Experience working with international organizations, government agencies, or NGOs in Bangladesh or similar contexts is highly desirable. The candidate should have a track record of successfully managing projects and engaging with stakeholders at various levels, including government officials, civil society, and community members.

Languages:
Fluency in English is mandatory for this position, as all reports and communications will be conducted in English. Proficiency in Bengali or other local languages is considered an asset, as it will facilitate better engagement with local stakeholders and communities.

Additional Notes:
This position is classified as an individual contractor role, with a contract duration of 60 working days over a period of 4 months. The position is expected to be full-time, and candidates should be prepared to work collaboratively with various stakeholders in both national and local contexts. The role may involve travel within Bangladesh to attend field visits and local dialogues.
