Job Overview:
The Project Clerk (Community Workers) position is crucial for the effective implementation of livelihood activities in Ethiopia, specifically in the assigned woreda. Under the supervision of the Programme Officer and the Senior Project Associate (Livelihood), the Project Clerk will oversee daily activities related to livelihood projects. This role involves direct interaction with project beneficiaries, local administrative bodies, and other stakeholders to ensure the smooth execution of project objectives. The Project Clerk will be responsible for monitoring ongoing activities, reporting progress, and addressing challenges faced during implementation. The position requires a proactive approach to coaching and mentoring business groups, facilitating necessary inputs for beneficiaries, and preparing comprehensive project progress reports. The Project Clerk will also play a key role in organizing meetings, workshops, and training sessions to enhance the skills and knowledge of the beneficiaries.

Duties and Responsibilities:
  • Support the implementation, monitoring, and follow-up of livelihood activities at the woreda level through coaching, mentoring, and routine follow-up of established business groups and Technical and Vocational Education and Training (TVET) trainees.
  • Act as the focal point for the livelihood team in Wadla and Delanta Woreda, facilitating communication and collaboration with government counterparts and stakeholders.
  • Provide general assistance in the implementation of project activities, ensuring timely provision of start-up capitals and reporting any misuse.
  • Retrieve, compile, summarize, and present information/data on specific project topics.
  • Share progress updates on the status of business groups with the Senior Project Associate.
  • Assist in market linkage for individual and group businesses in the woreda and surrounding marketplaces in collaboration with concerned sector offices.
  • Ensure synergy and proper linkage with implementing partners, specifically with project partners in the woreda.
  • Support the organization of meetings, workshops, and training sessions.
  • Respond to general information requests and inquiries; set up and maintain files/records. 1
  • Perform other related duties as assigned.

Required Qualifications:
  • School diploma with three years of relevant experience, or a Bachelor’s degree in political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with one year of relevant experience.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations.
  • Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups.
  • Experience in implementing livelihood projects, including off-farm and on-farm activities, and skills training with strong familiarity in value chain development and local market systems.
  • Prior work experience with international humanitarian organizations, non-governmental or government institutions/organizations in a multi-cultural setting is an advantage.

Educational Background:
Candidates must possess at least a school diploma with three years of relevant experience or a Bachelor’s degree in a related field such as political or social sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or similar disciplines from an accredited academic institution. The educational background should provide a solid foundation for understanding the complexities of migration and development issues.

Experience:
The position requires candidates to have a minimum of three years of relevant experience if they hold a school diploma, or at least one year of relevant experience if they possess a Bachelor’s degree. Candidates should have experience in liaising with governmental authorities and working with various stakeholders, including international organizations and NGOs. Experience in implementing livelihood projects and working with vulnerable populations is essential, as is familiarity with market systems and value chain development.

Languages:
Proficiency in IOM’s official languages, which include English, French, and Spanish, is required. Candidates will be evaluated on their language skills during the selection process, which may include written and/or oral assessments. Strong communication skills in English are particularly important for this role, given the need to interact with diverse stakeholders and prepare reports.

Additional Notes:
The position is subject to funding confirmation and the candidate's medical fitness for appointment. Verification of residency, visa, and authorizations by the concerned government may also be required. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan, free of charge, for the duration of the consultancy. However, IOM does not provide evacuation or medical insurance for non-occupational accidents and illnesses, and consultants are responsible for their own medical insurance.
