Job Overview:
The UN Volunteer/Specialist in Payments for Environmental Services (PES) will play a crucial role in supporting the structuring and implementation of the PES model for the sustainable management of pirarucu, a fish species native to the Amazon. This position involves advising the National Bioeconomy Secretariat of the Ministry of Environment and Climate Change and working directly with the Brazilian Institute of the Environment and Renewable Natural Resources (IBAMA) in Amazonas. The volunteer will be responsible for monitoring and systematizing information, facilitating dialogue among various stakeholders, and ensuring the effective implementation of the PES model. This role is vital for fostering sustainable practices and generating income for environmental service providers, particularly indigenous peoples and traditional communities.

Duties and Responsibilities:
The duties and responsibilities of the UN Volunteer/Specialist in PES include:
  • Supporting the structuring of the PES model related to pirarucu management;
  • Advising IBAMA in monitoring and verifying compliance with environmental services provided by managers and their organizations;
  • Assisting in the systematization of information on pirarucu management areas to identify eligible organizations for PES;
  • Facilitating communication between IBAMA, the National Supply Company (CONAB), UNDP, and the National Secretariat of Bioeconomy (SBC);
  • Conducting dialogues among stakeholders to ensure efficient PES implementation;
  • Supporting community organizations to maintain the PES model;
  • Developing guidelines and recommendations for all involved actors;
  • Organizing workshops and training sessions for community organizations;
  • Identifying priority areas for strengthening pirarucu management; 1
  • Facilitating qualification processes for community organizations to access PES; 1
  • Conducting evaluations of the PES model through document analysis and meetings; 1
  • Preparing terms of reference for consultancies outlined in the project.

Required Qualifications:
Candidates must demonstrate a proven understanding of UNDP operations and possess technical skills relevant to UNDP procedures. They should exhibit discretion, political sensitivity, and the ability to liaise with various actors, particularly at senior levels. A high degree of autonomy, resourcefulness, and willingness to take on broad responsibilities is essential. Candidates must also manage information objectively and confidentially, and be client-oriented and responsive.

Educational Background:
A relevant educational background is required, typically including a degree in environmental science, sustainable development, economics, or a related field. Advanced degrees may be preferred, particularly for roles involving technical expertise in environmental services or policy development.

Experience:
Candidates should have experience in environmental management, policy development, or related fields. Experience working with governmental or international organizations, particularly in the context of sustainable development or environmental services, is highly desirable. Familiarity with the Amazon biome and local community engagement practices will be advantageous.

Languages:
Proficiency in Portuguese is mandatory, given the local context and the need for effective communication with stakeholders. Knowledge of English is beneficial, as it may be required for reporting and collaboration with international partners. Additional languages relevant to the local communities may also be advantageous.

Additional Notes:
This is a national UN Volunteering assignment, and the volunteer will be responsible for organizing their own housing and essential goods. The position is based in Manaus, Amazonas, and involves working in a moderate safety environment. Volunteers must comply with the United Nations Department of security" style="border-bottom: 1px dotted #007bff !important;">Security (UNDSS) procedures and recommendations due to the high levels of crime in Brazil.
