Job Overview:
The Civil Engineering Analyst is a pivotal role within UNDP, responsible for ensuring the verification of rates, adequacy of designs, assessment of associated risks, and provision of technical advice to UNDP projects. The incumbent is expected to perform all duties with integrity, impartiality, and independence, aligning with UNDP's values and interests. This position requires a strong technical background in civil engineering, as the analyst will serve as the Independent engineer" style="border-bottom: 1px dotted #007bff !important;">Civil Engineer for the Pakistan Country Office, supporting project implementation and acting as the technical focal point. The role involves reviewing construction designs, verifying internal cost estimates, ensuring quality assurance of technical documentation, and providing technical advisory services. The analyst will also monitor construction works, participate in risk management processes, and contribute to the development of best practices in construction management.

Duties and Responsibilities:
The Civil Engineering Analyst will work under the guidance of the Procurement Specialist and will be responsible for a variety of tasks including:
  • Verification of design adequacy and suitability by reviewing construction designs and identifying flaws or inefficiencies.
  • Conducting thorough analyses to verify rates of civil works against market rates and previous contracts, ensuring fairness and alignment with market conditions.
  • Quality assurance of technical construction documentation, including feasibility studies, terms of reference, specification documents, and risk management plans.
  • Providing independent assurance regarding construction-related risk processes and liaising with project engineers and contractors.
  • Monitoring construction works and undertaking site visits to assess progress and quality.
  • Supporting the development and implementation of risk management frameworks and participating in qualitative and quantitative risk analysis.
  • Facilitating knowledge sharing and training for national personnel and contractors on good construction practices and safety standards.
  • Contributing to the dissemination of best practices and lessons learned for development planning and knowledge building.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in Civil Engineering, Architecture, or a related field. Alternatively, a first-level university degree (bachelor’s degree) combined with two additional years of qualifying experience will be considered. A CIPS level 3 certification is highly desirable, and candidates holding this certification at the time of application will have a distinct advantage. If not available at the time of recruitment, it should be obtained within one year of recruitment. Candidates with lower-level CIPS certifications will have a proportionate advantage.

Educational Background:
The educational requirements for this position include an advanced university degree in Civil Engineering, Architecture, or a related field. A bachelor's degree in these areas, combined with relevant experience, is also acceptable. The role emphasizes the importance of formal education in engineering disciplines to ensure the incumbent has the necessary technical knowledge and skills.

Experience:
The position requires a minimum of two years of professional work experience at the national or international level in building construction and civil works project management for candidates with a master's degree, or four years for those with a bachelor's degree. Proven experience in managing engineering teams and strong computer skills, including proficiency in Microsoft Office and computer-aided design software, are essential. Familiarity with UNDP policies and procedures is considered a strong asset, along with experience in supervising construction activities and handling tender documents.

Languages:
Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, but English is mandatory for effective communication within the organization and with stakeholders.
