Job Overview:
The consultant will be responsible for evaluating the implementation and outcomes of the Pacific Climate Change Migration and security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Human Security (PCCMHS) Programme Phase II. This evaluation aims to assess the relevance, coherence, effectiveness, efficiency, impact, and sustainability of the project. The consultant will document lessons learned and best practices while providing actionable recommendations for future projects. The evaluation will also focus on ensuring that migration remains a choice rather than a necessity for Pacific Islanders facing climate change impacts. The consultant will work closely with various stakeholders, including UN agencies, government actors, and civil society, to gather data and insights necessary for the evaluation. The overall goal is to ensure accountability and value for money while aligning with regional and global frameworks such as the UN Sustainable Development Goals.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Submission and approval of an inception report by March 30, 2026, which will outline the evaluation framework and methodology.
  • Delivery of the first draft of the evaluation by May 22, 2026, which will include preliminary findings and analysis.
  • Finalization of the evaluation brief and management response matrix by May 31, 2026, incorporating feedback from stakeholders.
  • Conducting interviews and focus group discussions with key informants to gather qualitative data.
  • Analyzing quantitative data related to project outcomes and impacts.
  • Preparing a comprehensive report that highlights achievements, lessons learned, and recommendations for future interventions.
  • Engaging with the Programme Manager and other stakeholders throughout the evaluation process to ensure alignment with project goals and expectations.

Required Qualifications:
Candidates must possess a minimum of 8 years of relevant experience in leading evaluation assignments, particularly in projects related to climate change, displacement, and human mobility. Demonstrated experience in coordinating with various stakeholders, including UN agencies and NGOs, is essential. The consultant should have substantive expertise in climate mobility and GEDSI principles, with the ability to apply these throughout the evaluation process. Familiarity with the Pacific region and its dynamics is highly desirable, as is the ability to work in complex institutional environments and demonstrate cultural sensitivity.

Educational Background:
A relevant advanced degree in social sciences, environmental studies, international development, or a related field is required. Additional certifications in evaluation methodologies or climate change studies would be advantageous. Candidates should have a strong academic background that supports their ability to conduct thorough evaluations and analyses.

Experience:
The consultant should have extensive experience in leading evaluations, particularly in the context of climate change and human mobility. A proven track record of conducting similar evaluations and working with diverse stakeholders is crucial. Experience in the Pacific region is highly desirable, as it provides contextual understanding necessary for effective evaluation.

Languages:
Fluency in English is mandatory, as all communication and reporting will be conducted in this language. Proficiency in French or Spanish is considered an asset, as IOM operates in multiple languages and may require interaction with stakeholders who speak these languages. Language proficiency will be assessed during the selection process, which may include written and oral evaluations.

Additional Notes:
The consultancy is expected to be conducted over a period of 52 days, with deliverables tied to specific deadlines. The consultant will be compensated on a three-instalment payment basis, contingent upon the successful submission and approval of deliverables. Travel within selected countries may be required, subject to mutual agreement and adherence to IOM's travel policies. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage for occupational accidents and illnesses but does not cover non-occupational medical insurance.
