Job Overview:
The position of International Consultant for Impact Assessment focuses on producing a concise impact assessment that serves as an advocacy and fundraising tool for the GRACE Initiative, which promotes education and youth empowerment in combating corruption. The consultant will work closely with the GRACE team to review project-related materials, conduct stakeholder interviews, and develop impact stories that highlight the initiative's achievements. The consultant will also prepare an impact assessment report and a summary for external stakeholders, ensuring that all outputs meet the satisfaction of the Crime Prevention and Criminal Justice Officer. The role requires a collaborative approach and a commitment to delivering high-quality work within agreed timelines.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including: A. Reviewing project documentation and activity reports to analyze results; B. Conducting 8-12 stakeholder interviews with UNODC staff, youth, partners, and educators; C. Identifying and developing 2-4 impact stories for each of the three GRACE pillars (EDUCATE, EMPOWER, CONNECT); D. Producing a 12-15 page impact assessment report suitable for external dissemination; E. Creating a two-page summary report and a PowerPoint presentation to highlight key findings for potential donors. The consultant must ensure that all outputs meet the pre-agreed indicators for quality and timeliness, demonstrating a cooperative working relationship with the GRACE team.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in law, political science, public administration, economics, criminology, or a related field. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted. A minimum of seven years of progressively responsible experience in evaluation or impact assessment, particularly in anti-corruption research, is required. Experience in developing reports and communication materials for external stakeholders is also necessary, along with familiarity with UNODC’s anti-corruption education resources and approaches. Previous experience with the United Nations is desirable.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in relevant fields such as law, political science, public administration, economics, or criminology is required. A first-level university degree in similar fields may be accepted if combined with additional qualifying experience.

Experience:
Candidates should have at least seven years of progressively responsible experience in evaluation and impact assessment, particularly related to anti-corruption. Previous experience in conducting impact assessments or evaluations of projects, especially in the context of anti-corruption or rule of law, is essential. Experience in developing communication products for donor outreach is also required.

Languages:
Fluency in oral and written English is mandatory for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage.
