Job Overview:
The Administrative Officer position is a pivotal role within the Independent Investigative Mechanism on Afghanistan, responsible for overseeing various administrative functions that support the organization's operations. The incumbent will report directly to the Director and will be tasked with managing human resources, budgetary processes, and general administrative duties. This role requires a comprehensive understanding of UN policies and procedures, as well as the ability to provide expert advice on human resource management and financial administration. The Administrative Officer will play a key role in ensuring that the Mechanism operates efficiently and effectively, aligning its resources with its strategic objectives. The position also involves data analysis and reporting, which are essential for informed decision-making and operational planning.

Duties and Responsibilities:
The Administrative Officer will undertake a wide range of responsibilities, including but not limited to: initiating and coordinating human resource activities such as recruitment, placement, and performance appraisal; providing expert advice on conditions of service and entitlements; representing the department at various panels and appointment bodies; managing budgetary allocations and conducting studies to enhance budget reporting systems; implementing support services including procurement and travel; supervising staff and providing guidance on administrative practices; producing complex reports for management; and analyzing data to identify trends that inform planning and decision-making. The role also requires the ability to adapt to changing priorities and to work collaboratively with colleagues to achieve organizational goals.

Required Qualifications:
Candidates must possess a strong background in administration, finance, or human resources management, with a minimum of seven years of progressively responsible experience in these fields. Experience within the UN common system or similar international organizations is highly desirable, particularly if it includes at least five years of relevant experience. Additionally, familiarity with data analytics and ERP systems, such as Umoja, is considered an asset. The ideal candidate will demonstrate a thorough understanding of UN administrative rules and regulations and possess the ability to apply these in various work situations.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. Alternatively, a first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is advantageous and will enhance a candidate's profile.

Experience:
The position requires a minimum of seven years of progressively responsible experience in administration, finance, accounting, or human resources management. Out of these seven years, at least five years should be within the UN common system or similar international organizations. Furthermore, candidates should have two or more years of experience in data analytics or related fields, which is desirable for this role. Experience with ERP systems, particularly Umoja, is also a plus.

Languages:
English is the primary working language of the United Nations Secretariat, and proficiency in English (UN Level III) is required for this position. Knowledge of French or another UN official language is considered an advantage and may enhance a candidate's competitiveness in the selection process. Candidates should demonstrate strong skills in reading, writing, listening, and speaking in English, as these will be essential for effective communication within the organization.
