Job Overview:
The Programme Officer, Energy security" style="border-bottom: 1px dotted #007bff !important;">Security (Seconded to OSCE) plays a crucial role in supporting NORCAP’s mission by enhancing international cooperation and evidence-based actions on energy security. This position is vital for promoting economic stability, environmental resilience, and broader human security. The role is situated within the Office of the Co-ordinator of Economic and Environmental Activities (OCEEA) at the OSCE Secretariat in Vienna, which focuses on sustainable energy, protection of critical energy infrastructure, energy efficiency, and addressing emerging energy-security challenges. The Programme Officer will be responsible for driving analysis, engaging with partners, and designing, delivering, and reviewing regional activities and projects related to energy security. Success in this role will enable evidence-based decision-making, enhance dialogue among participating states, and support initiatives that address emerging risks in the energy sector. This is a 12-month secondment position, reporting to the Senior Energy Security Adviser at the OSCE.

Duties and Responsibilities:
The Programme Officer will undertake a variety of responsibilities, including: analyzing current and emerging energy-security issues, including policies, market dynamics, and political trends to inform program priorities and design; leading the design, implementation, monitoring, and evaluation of OSCE extra-budgetary and unified-budget projects in energy security; coordinating with government representatives, technical specialists, and multilateral partners to share information and negotiate activities; reviewing and adjusting project outputs to align with national and regional priorities; organizing and supporting technical meetings, seminars, and conferences; preparing briefing notes, speeches, statements, and reports for senior OSCE leadership; contributing to OSCE committees and forums; and undertaking additional tasks that support OCEEA’s broader mandate on economic and environmental security.

Required Qualifications:
Candidates should possess a second-level university degree in economics, business administration, law, geography, natural or social sciences, or international relations, preferably with a focus on energy. Additionally, candidates must have at least five years of progressively responsible experience in energy security and/or economic-environmental development, ideally within the OSCE region or in an international context. Demonstrated experience in planning, implementing, and managing donor-funded projects is essential, along with strong communication skills for drafting high-quality reports, speeches, and analytical papers. Proficiency in digital tools and Microsoft Office applications is also required, as well as the ability to integrate gender perspectives into programs and activities.

Educational Background:
The educational background required for this position includes a second-level university degree in relevant fields such as economics, business administration, law, geography, natural or social sciences, or international relations, with a preference for candidates who have specialized knowledge in energy-related topics.

Experience:
The position requires at least five years of progressively responsible experience in the fields of energy security and/or economic-environmental development. This experience should preferably be gained within the OSCE region or in an international setting, demonstrating a solid understanding of the complexities and challenges associated with energy security.

Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the OSCE and NORCAP. Additional languages may be considered an asset, particularly those relevant to the OSCE participating states, enhancing the candidate's ability to engage with diverse stakeholders.
