Job Overview:
The Emergency and Early Recovery Program Manager II is responsible for leading and managing the Gaza emergency and early recovery programming. This role involves overseeing a multi-donor portfolio and ensuring that effective systems and processes are in place to support high-quality programming in a dynamic context. The Program Manager will coordinate across teams to facilitate effective project design and implementation, particularly focusing on security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and urban livelihoods. The position requires close collaboration with various sectors, including shelter, WASH, psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support, supply chain, and operations. The Program Manager will leverage strong management skills and technical expertise to enhance the impact of emergency response efforts and ensure a responsive approach to early recovery.

Duties and Responsibilities:
The Program Manager will provide management, guidance, and technical oversight for all projects within the early recovery portfolio, ensuring alignment with CRS quality principles, donor guidelines, and industry best practices. Key responsibilities include implementing and adapting the Gaza’s Early Recovery and Livelihoods Strategy, managing talent and supervising teams, fostering positive team dynamics, and supporting staff well-being. The Program Manager will lead program learning initiatives, identify opportunities for research and publications, and facilitate the dissemination of best practices. Additionally, the role involves pursuing new funding opportunities, contributing to budgeting and staffing plans, overseeing technical assistance and capacity strengthening activities, and ensuring timely project expenditures in line with financial plans.

Required Qualifications:
Candidates must possess MEAL skills and experience, staff management abilities conducive to a learning environment, and proficiency in MS Windows and MS Office applications. Experience in project grants management, particularly with multiple public donors, is essential. The ability to write high-quality technical proposals and reports, engage with partner organizations, and strengthen capacity is required. Strong analytical and problem-solving skills, along with the ability to manage relationships at all levels, are crucial. Candidates should demonstrate emotional intelligence and soft skills to support teams under stress, and be proactive, resourceful, and results-oriented.

Educational Background:
A Bachelor’s Degree in Humanitarian Assistance, International Development, International Relations, or a related field focusing on Food Security or Urban Livelihoods is required. Additional relevant experience may substitute for some educational requirements.

Experience:
A minimum of 8 years of relevant field-based project management experience is required, with at least 3 years in complex emergencies. Candidates should have experience managing a diverse portfolio of moderately complex projects, preferably within an INGO, and experience working with diverse teams across multiple sectors.

Languages:
Fluency in English (both written and verbal) is mandatory, while knowledge of Arabic is considered an advantage.

Additional Notes:
This position is based in Gaza, with travel required between Gaza and Jordan/Jerusalem as security allows. Regular travel to CRS’ office in Jerusalem may also be necessary. The role includes supervisory responsibilities and offers a comprehensive benefits package for U.S.-based staff, including medical, dental, life insurance, vision, and a retirement savings plan. Salary and benefits for candidates employed outside the U.S. will be based on the local country of employment. The anticipated duration of the assignment for expatriates is informed by a term limit based on job type and agency needs.
