Job Overview:
The MEAL Manager plays a crucial role in supporting the implementation of SI's humanitarian strategy by overseeing the MEAL department and providing technical and methodological support to program teams. This position is responsible for ensuring that a proper Feedback and Complaint system is implemented, allowing for accessible and safe mechanisms for community engagement and timely responses. The MEAL Manager ensures that SI's MEAL norms and standards are applied in program implementation, which should be needs-driven, demonstrably impactful, and adaptable to changes in the context. The role also involves participating in work planning and addressing the challenges of scaling up the MEAL team to meet increasing demands, managing a growing number of MEAL activities, and structuring the department effectively. Given the volatile operational context, the MEAL Manager must proactively adapt and plan flexibly to maintain quality and continuity in monitoring, evaluation, accountability, and learning processes.

Duties and Responsibilities:
The MEAL Manager's duties include supervising the MEAL department, providing technical support to program teams, ensuring the implementation of a Feedback and Complaint system, applying MEAL norms and standards, participating in work planning, and addressing the challenges of scaling up the MEAL team. Specific responsibilities involve strengthening the Feedback and Complaint Response Mechanism (FCRM), enhancing program awareness of MEAL processes, building the capacity of the MEAL team, and maximizing the use of collected data. The role also requires managing the MEAL activities in a high-risk environment, adapting to security constraints, and ensuring the quality of the implemented programs. The MEAL Manager must also engage with local partners and stakeholders to ensure effective collaboration and support for the mission's objectives.

Required Qualifications:
Candidates must possess a Master's degree in Humanitarian Action, human rights, social science (geography, sociology, anthropology, history), or Political Science. Additionally, candidates should have 0-2 years of experience in the humanitarian sector and 0-2 years of experience in a similar position. Technical skills required include a good knowledge of designing and implementing MEAL systems, strong data collection and analysis skills, experience in establishing accountability and complaints mechanisms, and proficiency in developing MEAL tools and indicators. Candidates should also have excellent mastery of MS Office, particularly Excel, and knowledge of KOBO.

Educational Background:
A Master's degree in relevant fields such as Humanitarian Action, human rights, social science, or Political Science is preferred for this position. This educational background is essential to understand the complexities of humanitarian work and the socio-political context in which SI operates.

Experience:
The position requires candidates to have 0-2 years of experience in the humanitarian sector, with a preference for those who have held similar positions. This level of experience is crucial for understanding the operational challenges and dynamics of working in a humanitarian context, particularly in high-risk areas like Gaza.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Knowledge of Arabic is considered an asset, which can enhance communication with local communities and stakeholders.

  • The position is based in Gaza, specifically in Deir-el-Balah, where SI maintains its office and guesthouse. The salary for this position starts from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 750 is provided, along with coverage for accommodation costs and travel expenses. During the assignment, a system of alternating work and time off is implemented, allowing for breaks every three months, with an additional rest day granted for each month worked. Expatriates benefit from a comprehensive insurance package covering healthcare expenses and essential vaccinations. Living conditions in Gaza have improved since the ceasefire, with basic food items available, although prices remain high. The SI office and guesthouse are powered by solar energy, which may lead to occasional electricity shortages.
