Solidarités International (SI) is an international humanitarian aid association that has been operational for over 40 years. The organization focuses on providing assistance to populations affected by armed conflicts and natural disasters, addressing their basic needs for food, water, and shelter. SI is particularly dedicated to combating diseases linked to unsafe water, which is a leading cause of death globally. The organization operates in 26 countries and employs approximately 3,200 individuals, including expatriates, national staff, permanent staff at headquarters, and volunteers. Job Overview:
The position of Missions involves providing technical support for the development of WASH programs in Palestine. The selected candidate will be responsible for improving the quality, efficiency, and relevance of the WASH response in alignment with SI's strategy. This includes coordinating with the WASH PM and Field Coordinators, developing WASH programming, and engaging with external stakeholders for fundraising efforts. The role also requires representing SI in the WASH sector, ensuring strong coordination with the WASH Forum at both national and field levels, and participating in relevant technical working groups. The candidate will provide technical guidance to SI and partner WASH teams, including support on designs, BOQs, and implementation strategies, as well as delivering training to enhance response quality. The position is set against a backdrop of challenges, including unstable conditions in the Gaza Strip, which complicate needs assessments and operational effectiveness. The candidate will need to navigate these challenges while reinforcing SI's presence and technical support in the WASH cluster in Gaza and Palestine.

Duties and Responsibilities:
The duties and responsibilities of the Missions position include:
  • Providing technical support for WASH program development in Palestine, ensuring alignment with SI strategy and coordination with relevant stakeholders.
  • Coordinating and representing SI in the WASH sector, actively participating in WASH clusters and technical working groups.
  • Strengthening and providing technical guidance to SI and partner WASH teams, including support on designs, BOQs, and implementation strategies.
  • Delivering technical WASH training for SI and partners to improve response quality.
  • Monitoring interventions, conducting field visits, and providing recommendations to enhance program quality.
  • Supporting field teams in developing and reviewing technical sections of proposals and reports.
  • Identifying training needs and supporting the team to enhance technical skills.
  • Navigating security constraints and operational challenges in the Gaza Strip, including access limits and supply issues.

Required Qualifications:
The required qualifications for the Missions position include:
  • A University Master’s degree in a relevant field such as Water Sanitation and Hygiene, Engineering, Environment, or Geology.
  • A minimum of 5 years of experience in the humanitarian sector, with at least 5 years in a similar position.
  • Strong technical skills in humanitarian coordination, WASH technical knowledge, water treatment, and water quality assessment.
  • Proficiency in reporting and using office software.
  • Ability to design and implement training and technical guidelines.

Educational Background:
Candidates must possess a University Master’s degree in a relevant field related to Water Sanitation and Hygiene, Engineering, Environment, or Geology. This educational background is essential to ensure the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the WASH programs in Palestine.

Experience:
The position requires a significant level of experience, specifically a minimum of 5 years in the humanitarian sector and at least 5 years in a similar role. This experience is crucial for understanding the complexities of humanitarian work, particularly in the WASH sector, and for effectively navigating the challenges present in the Gaza Strip.

Languages:
Fluency in English is mandatory for this position. Knowledge of Arabic is considered an asset, which would enhance communication and collaboration with local stakeholders and partners.

The position is a short-term contract with a duration of 7 months, starting on 01/04/202
  • The role is based in Gaza, specifically in Deir-el-Balah, where SI maintains its office and guesthouse. The compensation package includes a starting salary of EUR 2860 gross per month, a monthly Per Diem of USD 750, and coverage for accommodation and travel expenses. Expatriates will also benefit from an insurance package covering healthcare expenses and essential vaccinations. The working environment is described as stressful, with limited opportunities for relaxation, and the position includes a system of alternating work and time off every three months.
