Job Overview: The Senior security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Field Security Officer will play a crucial role in ensuring the safety and security of IOM personnel, premises, assets, and operational activities in Libya. Reporting directly to the Chief of Mission and under the technical supervision of the Office of Staff Security, the officer will be responsible for implementing security risk management procedures tailored to the specific context of the Country Office. This position requires a proactive approach to establishing security awareness and training within the office, ensuring compliance with UN security protocols, and maintaining effective relationships with local security officials and partners. The officer will also be expected to conduct security assessments, manage security budgets, and provide strategic guidance on security-related matters to senior management.
Duties and Responsibilities: The Senior Field Security Officer will have a comprehensive set of responsibilities, including but not limited to:
Implementing and overseeing security risk management procedures for IOM operations in Libya.
Supervising Field Security Officers and Associates, ensuring they provide adequate security support.
Establishing and maintaining effective working relationships with security officials from other UN agencies and local authorities.
Conducting security training and awareness programs for IOM staff.
Preparing and managing the Locally Cost-Shared Security Budget.
Monitoring compliance with UN Security Risk Management Measures and Residential Security Measures.
Conducting security assessments and evaluations to inform strategic decisions.
Developing and implementing emergency response and evacuation plans. 1
Reporting security incidents and breaches to relevant authorities and ensuring corrective measures are taken. 1
Collaborating with the Regional Security Officer and other stakeholders to enhance security protocols and practices.
Required Qualifications: Candidates must possess a Master’s degree in Security Management, Business Administration, Political/Social Science, Psychology, Criminal Justice, Law, International Relations, or a related field from an accredited institution, along with seven years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with nine years of relevant experience is acceptable. Candidates should have a strong background in international affairs, security management, and crisis response, with demonstrated ability to manage security risks effectively.
Educational Background: The educational requirements for this position include a Master’s degree in a relevant field such as Security Management, Political Science, or International Relations, or a University degree with extensive experience. Accredited institutions are those recognized in the UNESCO World Higher Education Database, ensuring that candidates have received quality education that meets international standards.
Experience: A minimum of seven years of progressively responsible experience in areas such as international affairs, security management, or crisis response is required. Candidates should have experience in planning and implementing risk mitigation measures, as well as a background in field operations. International experience and management experience in humanitarian or corporate sectors are desirable, along with specialized experience in security programs and risk assessments.
Languages: Fluency in English is mandatory for this position, both oral and written. A working knowledge of Arabic is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and oral assessments to ensure candidates meet the communication requirements of the role.
Additional Notes: This position is internationally recruited, and candidates must be mobile. The appointment is subject to medical fitness certification, security clearances, and compliance with residency or visa requirements. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment for 24 months.
