Job Overview:
The primary objective of this position is to manage, ensure the quality, and safeguard the data of the Polio Program in the Democratic Republic of the Congo (RDC). This role is crucial for guaranteeing the availability of reliable and up-to-date information for monitoring Polio Free Areas (PFA), tracking indicators, and making strategic decisions. Responsibilities include data collection, validation, analysis, and dissemination, as well as capacity building for staff involved in the fight against polio and technical coordination with stakeholders. The Polio Eradication Program (PEP) aims to ensure that future generations of children are free from the threat of paralysis due to poliomyelitis. Achieving this goal depends on interrupting the transmission of the poliovirus, ensuring rapid detection, and effective response to poliovirus outbreaks in the RDC. The strategic objective of the PEP is to support national authorities in eradicating all forms of poliomyelitis, both wild and variant, strengthening vaccination systems, supporting detection through surveillance networks and laboratories, and ensuring high-quality responses to outbreaks.

Duties and Responsibilities:
  • Collect and validate Polio data, including those related to monitoring PFA.
  • Manage and control the central database of PFA; prepare and design relevant data analyses.
  • Compile, collect, and clean data from the Polio Program reports and coordinate the regular update of the Program databases.
  • Create links for assessment activities (LQAS and Independent Monitoring).
  • Develop dashboards, maps, and produce reports for monitoring and analyzing key indicators.
  • Assist the program management team and other stakeholders in preparing necessary analytical documents.
  • Provide support and training to relevant staff for data management and analysis.
  • Assist in producing other data summaries, special reports, Sitrep publications, or other communications to meet the ongoing needs of the IMST, national polio committees, or as requested by the Ministry of Health and other professionals.
  • Ensure the availability of ODK links for vaccination monitoring activities. 1
  • Liaise for information on laboratory and surveillance data. 1
  • Provide coordination and technical support to teams and national committees. 1

  • Perform other related tasks and responsibilities as required and assigned by the supervisor and management.

Required Qualifications:
• Organizational competencies: Foster integration and teamwork; respect and promote individual and cultural differences; produce results; communicate credibly and effectively. • Functional competencies and specific knowledge: Strong analytical skills to identify critical issues and ensure data quality; good knowledge of database systems and data management tools. • Excellent writing and communication skills, with the ability to produce clear reports and effective presentations. • Proficiency in GIS software (ArcGIS, QGIS, etc.) and specialized applications for mapping and geospatial analysis; familiarity with web and mobile technologies for data collection and dissemination. • Ability to work independently and as part of a team, meeting deadlines in a complex and rapidly evolving environment. • Aptitude for effective collaboration with national and international staff, including health authorities and technical partners. • Excellent command of office tools (Microsoft Office) and data visualization applications. • Practical knowledge of online data collection tools (ODK, DHIS2, KoboToolbox) and statistical analysis software (Stata, SPSS, Epi Info, Access). • Good understanding of relational databases and principles of data security and backup. • Ability to integrate data into monitoring and evaluation systems and produce relevant analyses for decision-making. • Knowledge of epidemiological surveillance systems.

Educational Background:
Essential: A university degree in Mathematics, Computer Science, Statistics, or Database Management. Desirable: A certification or specialized training in Biostatistics. Additional training in data management and advanced statistical analysis may be an asset.

Experience:
Essential: At least one (1) year of experience in data management, information management, or related fields. Experience in compiling and analyzing large datasets from multiple sources. Good knowledge of public health programs or epidemiology. Desirable: Experience in managing data for the Polio program.

Languages:
Essential: Excellent knowledge of French. Desirable: Intermediate knowledge of English.
